My understanding of Social Security is that until about 1964 the money withheld from paychecks actually did go into a separate fund and that money could only be used for payments to recipients. It was called a Trust Fund. LBJ determined that he could not pay for both his (disastrous) Great Society program and the Viet Nam war so the Trust Fund money was made available for general spending.

For decades after politicians still referred to that money as a Trust Fund. That was and still is an outright lie.
