Zimbor would have been a member of the Epsilon Program. His in-game and cutscene character models are left unused in the game files. It is not specified if he was tied to the Epsilon Program's The Truth mission series given to Michael De Santa, or he was intended to be a separate Strangers and Freaks mission giver.
The reason for him being cut from the game is unknown, though he is still mentioned on the cast list in the GTA V credits. He was voiced by Zack Robidas.
