The Colonel is a decorated serviceman of the U.S. Army, currently stationed at Fort Zancudo.

The Colonel appears in the Fort Zancudo air traffic control tower, on the very top floor.

He appears in some scenes of The San Andreas Flight School Update trailer: first yelling at a pilot and getting angry, then posing with some soldiers in front of a Besra and a P-996 Lazer, and finally saluting two shirtless soldiers. He first appears wearing a officer cap and a formal uniform and then with a more casual outfit.[1]

His appearance is randomized, though he is always decorated in medals.
The colonel wears a uniform composed of components from the United States Marine Corps' Service Dress Alphas and enlisted rank insignia from the army. Along with that, he wears the rank of a general with the rank of either a Staff Sergeant or an inverted rank of the Sergeant Major of the army. Also, if the colonel were a Marine, he would not wear a shooting badge on his right breast, as shooting badges are worn below ribbons on the left breast.
His medals in order are as follows Navy and Marine Corps Achievement Medal, Combat Action Ribbon, USMC and USN Presidential Unit Citation, Defense Superior Service Medal, Navy Unit Commendation Medal, Navy Meritorious Commendation Medal, National Defense Service Medal, Defense Meritorious Medal with two oak leaf clusters, War on Terrorism Expeditionary Medal, War on Terrorism Service Medal, Navy Sea Service Medal with Bronze Star.
In addition to his appearance in the trailer for The San Andreas Flight School Update for GTA Online, the model that appears in the trailer was cut from the original version. The main differences between the two model are: the sleeve rank (an inverted "Sergeant Major of the Army" instead of "Staff Sergeant"), the medal (a cross instead of the star-shaped one), the golden wings instead of the chest eagle, the "Marine Corps" pin in the neck, and the fact that he doesn't wear a cap. The code for the model is Marine 0_2.
