Phil calls Casey's Highway Clearance when his Benefactor Schwartzer stalls on the tracks at Chum Street in Elysian Island. Franklin Clinton responds to Rodney's dispatch call and attends the scene in a Tow Truck and tows him from the crossing just before the Freight Train arrives.
He is then taken to Glass Heroes Auto Repairs in Strawberry to get his car repaired.
He uses a generic NPC character model.
