Luis only appears on the official website in the customer testimonials [1] for Tattoo Parlors titled "Hall of Shame".
According to his testimonial, he received tattoos from The Pit at Aguja Street in Vespucci, as he needed some "cover up work done" because he doesn't "hate women as much" as when he got the offensive tattoo of a "naked devil lady with demons coming out of her lady parts". After getting the tattoos, he claims to be "more at peace with himself".
Based on his character model, he could be a Vago as he uses the same NPC model as one of the Director Mode actors for the Vagos.
