Barry Ted Moskowitz is a federal judge on senior status on the United States District Court for the Southern District of California. He joined the court in 1995 after being nominated by President Bill Clinton (D). Moskowitz retired from full-time service, assuming senior status, on January 23, 2019.
Moskowitz served as chief judge of the court from 2012 to 2019.

Early life and education

Moskowitz graduated from Rutgers University with a bachelor's degree in 1972 and his J.D. in 1975.

Professional career

Moskowitz began his career as a law clerk in the Third Circuit Court of Appeals from 1975 to 1976 before joining the U.S. Attorney's Office as assistant U.S. attorney for the District of New Jersey from 1976 to 1982. Moskowitz served as a private practice attorney licensed in the State of New Jersey from 1982 to 1985. He re-joined the U.S. Attorney's Office as assistant U.S. attorney for the Southern District of California from 1985 to 1988.

Judicial career

Moskowitz began his federal judicial career as a federal magistrate judge for the United States District Court for the Southern District of California. Moskowitz was appointed to a four-year part-time term in 1986. In 1988, he was appointed to a full-time, eight-year term. Moskowitz served as a federal magistrate judge until 1995 when he was elevated to an Article III judgeship.

Moskowitz served as a judge on the United States District Court for the Southern District of California from 1995 to 2019. He retired, assuming senior status, on January 23, 2019. He served as chief judge from 2012 to 2019.

Federal judicial nomination

On the recommendations of U.S. Senators Dianne Feinstein and Barbara Boxer, Moskowitz was nominated by Bill Clinton (D) on June 30, 1995, to a new seat created by 104 Stat. 5089. Moskowitz was confirmed by the U.S. Senate on December 22, 1995, on a majority voice vote. He received commission on December 26, 1995.[1]

Congressional oath of office

On January 29, 2013, Moskowitz administered the oath of office to Representatives Susan Davis, Scott Peters, and Juan Vargas at the beginning of their new term.[2]
