Norman K. Moon is a judge on senior status for the United States District Court for the Western District of Virginia. He joined the Court in 1997 after being nominated by President Bill Clinton. Moon assumed senior status July 1, 2010.

Early life and education

Born in Lynchburg, Virginia, Moon graduated from the University of Virginia with his bachelor's degree in 1959. Moon earned first, a J.D. degree from the University of Virginia School of Law in 1962, and later his Master of Laws degree in 1988.[1]

Western District of Virginia

Moon was nominated to the United States District Court for the Western District of Virginia by President Bill Clinton on October 8, 1997 to a seat vacated by Jackson Kiser. Moon was confirmed by the Senate on November 7, 1997 on a Senate voice vote and received commission on November 12, 1997.[2] Moon assumed senior status July 1, 2010.[1] Moon was succeeded in this position by Michael Urbanski.

In November 2010, Judge Moon rejected an argument brought by a private Christian college regarding the constitutionality of the federal healthcare law. Liberty University contended that the Commerce Clause does not allow Congress to mandate that Americans buy a commercial product. Moon disagreed with that claim, stating that purchasing insurance is within the authority of the federal government and the Commerce Clause.[3]
