Roger W. Titus was an Article III federal judge for the United States District Court for the District of Maryland. He joined the court in 2003 after being nominated by President George W. Bush (R). Titus assumed senior status on January 17, 2014. His service ended on March 3, 2019, when he died at the age of 77.[1]

Early life and education

A native of Washington, DC Titus graduated from Johns Hopkins University with his bachelor's degree in 1963 and from Georgetown University Law Center with his J.D. degree in 1966.[1]

Professional career

Titus spent his entire pre-judicial legal career as a private practice attorney licensed in the State of Maryland from 1966 to 2003. Titus served as a special legal assistant for the City of Rockville in 1966 and also served as an assistant city attorney from 1966 to 1970 and lead city attorney from 1970 to 1982 for the City of Rockville.

Judicial career

Titus was nominated by President George W. Bush (R) on June 18, 2003, to a seat vacated by Marvin Garbis, who transitioned to senior status. Titus was confirmed by the U.S. Senate on November 5, 2003, on a Senate voice vote. He received commission on November 6, 2003. Titus assumed senior status on January 17, 2014. His service ended on March 3, 2019, when he died at the age of 77.[1]

Judge Titus was the presiding judge in the case of Invenergy, a Chicago-based company that planned to expand a wind turbine farm in West Virginia. The judge ruled against Invenergy's expansion after finding that the massive turbines would kill endangered bats. This case is considered to be the first one to challenge the wind power provisions of the Endangered Species Act.[2]
