Marcum's website highlighted the following themes:[13]

  • Jobs & Lower Taxes
Excerpt: "It is important that we remain fiscally responsible and continue to lower taxes. By doing this we can continue to protect keep the bond ratings of the State while lowering taxes on the middle class. Lower tax rates help everyone and provide more money back into our local economies."
  • Education
Excerpt: "By investing in education we prepare our children for tomorrow. Today’s world is continually evolving and now is the time to improve our State’s education system. This starts by attracting new teachers into the State. We can do this through a variety of methods but it starts with teacher pay raises. Furthermore, putting less focus on testing and more on the student will improve our education system."
  • Seniors
Excerpt: "Delegate Justin Marcum has a plan for seniors and it includes; (1) fighting to lower prescription drug costs, (2) improving the quality of life for our seniors, (3) protecting the retirement benefits that our seniors have worked so hard to secure, and (4) protecting our seniors from any form of exploitation or abuse."
  • Future Progress
Excerpt: "My plan for the future is simple. Jobs, Lower Taxes, and Education which in return leads to Future Progress."
