Rohrbach's website highlighted the following campaign themes:[7]
Jobs and Economic Development
- Excerpt: "I am in favor of tax-based incentives for employers to train their potential and current workforce to better their productivity and careers. I believe that a true partnership between education and workforce will lead to outstanding opportunities for not only our young people but our current workforce."
Drug Use
- Excerpt: "The region has always been known as one of the safest communities in the country. I want to do all that I can to keep it that way. We must empower our law enforcement officials with the tools, training and resources they need to fight this challenge while continuing to increase the educational efforts in our schools about the effects of drug abuse."
Business climate
- Excerpt: "The cornerstone of this campaign is to take control of the issues that we face as a community. Pro-Business minded leadership at the state level has been needed and I am that leader. I believe that we, as a state, do not provide the necessary incentives for a business to locate here let alone prosper. This must be changed."
Legal Environment
- Excerpt: "Not only is the tax structure within the state a problem, we must fix the judicial system so businesses are willing to expand and locate here. We need to expand the business court environment that has been inacted and also provide additional tort reform within the state and stay the fight against the tort reform that caused many of my partners to leave this area."
Health and wellness
- Excerpt: "We need to create a healthier society through education and action. With the States expansion of Medicaid it is catamount to provide this to our children so that they will be healthy and productive citizens."

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
