Kathie Hess Crouse (Republican Party) is a member of the West Virginia House of Delegates, representing District 19. She assumed office on December 1, 2022. Her term ended on December 1, 2024.

Crouse (Republican Party) ran for re-election to the West Virginia House of Delegates to represent District 19. She won in the general election on November 5, 2024.

Hess Crouse was appointed to the West Virginia House of Delegates on November 24, 2021 by Gov. Jim Justice (R) to replace Joshua Higginbotham (R).[1]

Crouse received her B.S. with concentrations in microbiology and molecular biology from West Virginia State University. She has worked for Dow Chemical as an analytical technician and for the WVDHHR Office of Laboratory Service as a microbiologist and mycologist.

Crouse previously ran for the Putnam County School Board.[2]

Primary race background

Three of the Republican candidates, Ihle, Crouse and Higginbotham, attended a candidate forum in April 2016 to discuss their campaign issues. The three candidates supported a state-level version of the Religious Freedom Restoration Act in order to protect the religious freedom of private companies. Higginbotham, a 19-year-old college student, said the legislation would help protect "religious minorities"; Crouse, a microbiologist, said she would have voted for a religious freedom bill as a state delegate.[7]

Other issues discussed at the forum included West Virginia's tobacco tax; Ihle, Crouse and Higginbotham opposed raising the state tobacco tax in order to balance the state's budget. The three candidates also supported the state legislature's approval of a voter ID bill requiring voters to present photo identification before they could vote.[7]

I am running for the House of Delegates because the people of my district deserve to have a fighter in their corner who will go after the accountability of our State Government. People are quickly getting fed up of the Taxing to Prosperity mentality that is going on. We need fiscal responsibility in spending in our government and I intend to push the transparency required for that. Together, we can make a difference. That is why I am asking for the opportunity to stand up for my fellow West Virginians.
