Robert Cook Bell (1880-1964) was a federal judge on the United States District Court for the District of Minnesota.

He was nominated by President Franklin Delano Roosevelt on June 8, 1933 to replace William A. Cant. He was confirmed by the Senate on June 10th, and received commission on June 13th. On May 1, 1961, he assumed senior status. He served on this court until his death on March 17, 1964. Bell was succeeded in this position by Earl Larson.
