He is the unnamed captain for the La'oub Princess cargo ship owned by a member of a wealthy Emirati family from the United Arab Emirates.

The Chop Shop[]
In 2023, a relative of the cargo ship owner, Jamal Amir, and his business partner, the GTA Online Protagonist, plan and perform a heist on the La'oub Princess in order to steal a valuable luxury car being shipped in one of the containers.
The captain's death was necessary in order to obtain the terminal codes of the ship and locate the container in which the targeted car is being stored.
