Operation Paper Trail is a mission featured in Grand Theft Auto Online as part of The Criminal Enterprises update. It is the penultimate mission of the Operation Paper Trail mission strand.
Description[]
Before the mission starts, ULP will call the player that their teams have gone through the hardware the protagonist has recovered from the Duggans and that he confirms his worst-case scenario. He informs that part of Cliffford, the AI of Avon Hertz, is still in archived backup drives from the FIB, to which the Duggans have been buying to control the price of gas. ULP also tells that the Duggans are making a last move and that they must intercept a deal.
At the start of the mission, the player is instructed to go to the Mile High Club, where ULP will provide access to the cameras on the drones to look around. There will be a drone on ground level, on one of the accessible floors of the building and on the top of the building, where they spot Mason Duggan in a deal with the FIB, with a briefcase containing the Cliffford drives and an Annihilator Stealth nearby.

They must deal with several Duggan and FIB guards while avoiding detection, including weaponized drones. Once the keypad has been collected, they have to use it on the orange elevator nearby to reach to one of the floors, which is as far as it can go. The player then clears out their way to the next elevator, by taking out more guards and drones. After reaching the top of the building, the player is immediately spotted, and they must deal with the guards and an drone shooting at them in order to get the briefcase.

Eventually, the helicopter lands at the Maibatsu Factory in La Mesa and they must reach there, while dealing with Duggan reinforcements on the site and pursuers in Kamacho and Caracara 4x4 pickup trucks on the way.
After taking out Mason, they have to collect the briefcase and bring it to the drop-off at the western end of Elysian Island, while avoiding the Duggan reinforcements. At the drop-off, there will be two IAA agents with an Unmarked Cruiser nearby. After bringing the briefcase, the mission is completed.

- Wait for ULP to give access to the drone cameras.
- Find the keycard.
- Use the keycard in the elevator terminal.
- Use the keypad to activate the elevator.
- Seize the briefcase containing the Cliffford tech.
- Damage Mason Duggan's helicopter.
- Follow Mason Duggan.
- Take out Mason Duggan.
- Pick up the briefcase.
- Deliver the briefcase to the drop-off.
