Patrol Boat is a prep mission featured in Grand Theft Auto Online as part of The Cayo Perico Heist update, and a freeroam mission that can be completed at any time while The Cayo Perico Heist strand is active. It is one of six missions within the Approach Vehicle category that is mandatory for completion, but becomes optional if another of the missions has been completed.
Mission Details: Steal a weaponized patrol boat to use as an approach vehicle when infiltrating the island.
Heist Impact: Approach your chosen dock in a heavily armed Patrol Boat equipped with heavy machine guns.
Pavel tells the player that a loud but effective approach to the island is with a fast gunboat with heavy machine guns. The boat will be guarded by an enemy group, so they must deal with them and secure the boat by bringing it to a drop-off. Players will be given one of two variants for the mission.

Pavel tells the player that some smugglers are doing a deal at the Alamo Sea, but that one side does not trust the other, so they have a Kurtz 31 Patrol Boat as backup.
Take out the smugglers until they call for the Patrol Boat as backup.
The player must go to the location of the deal to disrupt it, kill all the smugglers, and wait for the patrol boat to arrive.
The Patrol Boat arrived to provide backup is now fleeing the area.
Once the Patrol Boat arrives, the player must follow and take out the captain and the rear gunner in order to steal it.
Choose a river to follow West towards the ocean: Zancudo River or Raton Canyon.
Once the boat is taken, the player must escape to the ocean through either Zancudo River or Raton Canyon and deliver it to the drop-off, while evading oncoming reinforcements in Frogger helicopters. Once the boat is delivered, the mission is completed.

You know where to look for the best gunboats, kapitan? American diplomatic service, eh? And the second best are from American smugglers. There is a deal taking place between two such groups, on the Alamo Sea. One of these groups is ready for the thing to go bad: they are bringing backup, and the backup is perfect attack boat for us. So, we disrupt the deal, they call the boat, we take it home.
Alternative #2:
Today, the classic American baiting and switching! There is a smuggling deal taking place on the Alamo Sea. We go there, we make noise. The smugglers assume we are stealing their cargo, they call special backup they have standing by: fast, light, well-equipped gunboat. Then we steal the gunboat. Perfect, eh?
The player nears the location of the deal.
Pavel:
Okay, location of deal is just ahead. Start giving them headache, yes? Then the boat will come to us!
Alternative:
You are approaching the coordinates for the deal now. Begin disruption, and they will call for the boat.
Alternative #2:
The deal is not far now. Go in with guns blazing, they will panic and call for the boat.
The player disrupts the deal to have them call in backup, but the enemies try to escape in the target patrol boat instead.
Pavel:
I see the boat on my scanner now. But... they must have panicked. They are running away. After them, go, go, go!
Alternative:
I see the boat on my radar, but... it looks like they are running away! I did not expect such cowards! Chase them down!
Alternative #2:
Okay, I have the boat's location. But...shit, the cowards are making a run for it. Get after them!
The player steals the patrol boat.
Pavel:
You have the boat now, yes? Okay, we have no choice... you must get to the ocean however you can. Zancudo River, Raton Canyon, pick one, and get ready to duck!
Alternative:
You have the boat, good. We need to get to the ocean. Go down Zancudo river or Raton Canyon, fast. Expect a lot of trouble either way!
Alternative #2:
You got the boat? Good! Now, get to the ocean. You can go down Zancudo River or Raton Canyon. They have a lot of support in the area, so either way watch out!
The player reaches the ocean with the boat, all while dealing with pursuing helicopters.
Pavel:
You made it! These smugglers are serious, no? Mini Madrazo has some people who will hold the boat for you... I have sent you their coordinates.
Alternative:
Good sailing, kapitan! You would have been the pride of the navy! We have storage nearby, courtesy of Mini Madrazo. On your radar now.
Alternative #2:
You did it... excellent. The smugglers here are well-equipped, yes? Mini Madrazo has arranged a place to keep the boat... location should be with you now.

So, recently a private security company has been offered by a mysterious employer with an exotic accent. The job requires amphibious assault, so they have purchased the best attack boat blood money can buy. Very kind of them, yes? Now, we go to pick it up!”
Turn off the security panels inside the base to disable the locking mechanism on the sluice gate.
The player must go there and disable the security panels located around the site, while dealing with mercenaries who will attack the player if they are spotted by one.
You can now access the main computer terminal in the upstairs control room to open the sluice gate.
After deactivating all security panels, the player must reach the upstairs control room of the site, deal with the mercenaries guarding it and use the main terminal controls to open the sluice gate.
Utilize the weaponry on the Kurtz 31 Patrol Boat to take out the Merryweather reinforcements.
Once the sluice gate is opened, the player has to steal the boat and deliver it to the drop-off, while evading oncoming reinforcements in Valkyrie helicopters. Once the boat is delivered, the mission is completed.

You are almost there. The boat will not be sitting around outside for you to steal. It will be inside the base, and you will need to open the sluice gate to get it out. And do try not to get shot in the process.
The player disables the security panels and then opens the sluice gate via the main terminal.
Pavel:
The gate is open, yes? So get the boat and leave!
Alternative:
Have you opened the gate? No time to chat, get out of there!
Alternative #2:
No hanging around... looks like you have opened the gate, so get the boat out of there!
Air units on my radar. Heading your way. From the speed it looks like helicopters. Madrazo's hangar... go, now!
Alternative:
I am seeing air units on intercept course. Probably helicopters. Get the boat to Madrazo's hangar... go, go!
Alternative #2:
Air units inbound. Likely helicopters. Get the boat to safety... Madrazo's hangar is nearby. Go!
