Timothy D. Leonard is a federal judge on senior status with the United States District Court for the Western District of Oklahoma. He joined the court in 1992 after being nominated by President George H.W. Bush.
Early life and education
A native of Beaver, Oklahoma, Leonard graduated from the University of Oklahoma with his bachelor's degree in 1962 and from the University of Oklahoma College of Law with his J.D. in 1965.[1]
Military service
Leonard served in the U.S. Navy from 1965-1967 as a law specialist and from 1967 to 1968 in the Navy's judge advocate general corps. He attained the rank of lieutenant commander. He later served as a lieutenant in the U.S. Naval Reserve from 1968 to 1972.[1]

Leonard was nominated by President George H.W. Bush on November 20, 1991, to a seat on the United States District Court for the Western District of Oklahoma vacated by Judge Layn Phillips. The American Bar Association rated Leonard Unanimously Well Qualified for the nomination. Hearings on Leonard's nomination were held before the Senate Judiciary Committee on July 1, 1992, and his nomination was reported by then-U.S. Sen. Joseph Biden (D-Del.) on July 30, 1992. Leonard was confirmed by the unanimous consent of the U.S. Senate on August 11, 1992, and he received his commission the next day. Leonard elected to take senior status beginning on August 21, 2006. He was succeeded in this position by Judge Timothy DeGiusti.[1][2][3]
