"Fish and Chips" is the twenty-fifth episode of the first season of Penn Zero: Part-Time Hero. It premiered on June 22, 2015.
Synopsis[]
Penn questions the importance of their mission when the team is tasked with finding Rufus, an unpopular royal fish.
Plot[]
The episode starts at The Odyssey, where Penn asks Phyllis if the fate of the multiverse is always at stake, which she affirms it, telling him to trust the "plaster man". Sashi asks Phyllis if she meant "masterplan", which she negates it, showing a plaster sculpture holding a sign saying "fate of the multiverse is always at stake!" as she tells them she is taking sculpture class during wednesdays at night before she zaps the heroes in.
The heroes get zapped into Oceanaquariopolis, the underwater city they previously visited in Chicken or Fish?. Penn tells them his friends that they fought against octopus people, so he wonders what would their mission be, mispronouncing the city's name as Sashi corrects him. Boone tells her that, since he is the prince, he is sure that he can pronounce the city's name. Penn asks Sashi to tell the mission and she does; they have to find Rufus, the prince's pet fish. Two Oceanaquariopolitans tell Penn that everyone in Oceanaquariopolis hate Rufus as they show a vandalized picture of him, telling them he is hated because of his apparently crazy behavior, talking about "pushing the island" and how they are "being watched". Penn tells the two Oceanaquariopolitans that it is up to them to find Rufus as he calls one of the Oceanaquariopolitans a man, which she tells him she is a woman, which Penn tells her that their lips makes him difficult telling their genders apart before he nervously goes away from them, searching for Rufus.
Rippen and Larry zap in as Larry distracts Rippen, asking him if he knows what would he do if he had various arms back home, which Rippen tells him he already knows, telling him he started a christmas tree-decorating business. Larry denies it, saying he could beat him in a jazz hands contest, as he "jazz hands" with his tentacles. Rippen, annoyed, tells Larry to tell the mission, which is the same mission as the heroes; finding Rufus. Larry starts a "search party", dancing alongside some octopus minions and other creatures, which Rippen says he hates musicals.
While searching, Boone tells Penn and Sashi that his name is written on this rock, which Penn tells him he wrote the name as he shows him various rocks with Boone's name written on them. Boone tells him to relax, telling him that, if they didn't wanted them to have breaks, they wouldn't have left a trial of "super reflective snack chips". Penn tells Boone that the "super reflective snack chips" are actually fish scales, disgusting Boone as he keeps eating them. Penn tells his friends that the path of fish cales could lead them to Rufus, so they decide to follow the path. Rippen and Larry, hiding in kelp, watch the heroes as Rippen says the heroes could help them lead to Rufus as he is distracted by Larry eating fish scales.
The heroes swim through what appears to be seaweed, but these are actually eels sleeping. Rippen tries to swim through them, but Larry chews on a fish scale, waking the eels up and shock Rippen. The heroes reach the end of the trial, but they don't find Rufus, so Penn continues to swim, bumping towards a wall of glass. Penn then realizes that they aren't in an ocean, but in a fishtank inside a restaurant. Penn and Sashi see a huge fishing net coming towards them, so Penn tells Boone to watch out for the fishing net, but ends up getting captured by it, so he grasps on the net. Sashi sees the boys getting dropped into a cooking pot, as Rippen tells her that, without the boys, there is nothing stopping him from finding Rufus. Sashi tells him she will get Rufus, saying she trusts in the plaster man, which Rippen, not knowing about the plaster man sculpture, asks her if she meant masterplan, which she tells him no, so Rippen tells her to not explain it as they go in search of Rufus.
At the cooking pot, Penn sees Boone relaxing, thinking this is a hot bathtub, but Penn tells him they are on a cooking pot. Boone drinks the hot liquid and says it is delicious, saying it tastes like "grape jelly mixed with oyster juice with a hint of Boone". Penn wonders why would Phyllis sent them to search for Rufus when the Oceanaquariopolis population is in danger of getting captured by the giant chef, so he asks Phyllis to give them a sign, but, in The Odyssey, she is watching a sitcom. So, he decides to save Oceanaquariopolis and forget about Rufus as he and Boone go outside the pot, with him catapulting Boone back to the fishtank using a spoon and a strawberry. Penn hears Rufus' voice coming out of a bowl, so he goes inside the bowl and finds Rufus. Penn brings Rufus out of the bowl and guides him towards the fishtank as Rufus exclaims about pushing the island into the east, which Penn tells him he alreay got it before he sees a compass rose on the wall, with the "east" direction pointing towards the ocean, with the fishtank placed between the restaurant and the ocean. Penn exclaims Phyllis was right about trusting the plaster man, confusing Rufus.
At the fishtank, Sashi is called by Penn, who tells her he found Rufus and turns out that he wasn't crazy, but that he was trying to save Oceanaquariopolis by telling the inhabitants to push the island to the east, so that the fishtank falls off the window and into the ocean. The chef is trying to get Penn, but he escapes from him, camouflaging as the logo of a "Canned Prince Fish" can, so that the chef doesn't see him. At the fishtank, Sashi commands the Oceanaquariopolitans and the octopus people to cast their differences aside and work together, but Rippen appears and tells them to not listen to her, saying arguing over differences is what makes them special. Sashi tells everyone they have to fight for Oceanaquariopolis as they all cheer to her, mispronouncing the city's name in the process, annoying Sashi.
Outside the fishtank, Penn and Rufus try to escape from the chef as they evade various sharp knives meanwhile the Oceanaquariopolitans and the octopus people are pushing the island together. Outside, Penn and Rufus hide from the chef as the chef notices the fishtank moving, so he tries to stop it, but Penn catapults a tomato to one of his eyes using a spoon. Penn then places Rufus in the spoon as he scales up a pot rack using acrobatics, takes out a bolt holding a saucepan and falls back to the spoon, using the saucepan to catapult himself and Rufus to the fishtank as it falls into the ocean, with the island and Oceanaquariopolis getting detached from the fishtank. The Oceanaquariopolitans and the octopus people all celebrate as the fishtank separates Rippen from his minions, leading him to get zapped by the eels inside.
Sashi calls two Oceanaquariopolitans gentlemen as Penn tells her they are women, but one of them tells him that one of them is a woman and the other is a man, which Penn nervously tells them he knows which one of them is a man, leading them to go away from them, annoyed. Penn tells his friends he doesn't know if he is either a man or a woman, ending the episode.

- The title "Fish and Chips" is, of course, a reference to the popular, chiefly English, hot dish consisting of fried battered fish and fried potato wedges.
- Ocean World is visited for the second time in this episode, the first time being Chicken or Fish?.
- Boone is shown to have gotten over his fear of water in this episode.
- Oceanaquariopolis is revealed to be in a fish tank at a restaurant near the ocean.
- While previously merman Penn was shown slithering on his tail like a snake on land, in this episode he hops on his fin instead.
- The picture wall of fame in the lobby of the Odyssey is seen again, including another picture with Penn facing a man-eating burrito like in "I'm Super!".
