The chapter opens with Usopp and Chopper introducing the concept of the chapter, explaining that Nami and Robin will be kidnapped by "you-know-who". When Chopper points out that "you-know-who"'s design after the timeskip hasn't been shown yet, Usopp states it doesn't matter since One Piece Party is a gag manga.
Sanji prepares food in the Thousand Sunny's kitchen, stepping outside to smoke. On the ship's deck he finds Luffy trying to convince Zoro that Three Sword Style is lame, and that he should instead use "Five Sword Style". As they talk, they are suddenly interrupted by Hattori, holding a letter. They read the letter, and learn that CP9 has kidnapped Nami and Robin. The letter instructs them to follow Hattori to retrieve them; to do so, Luffy, Zoro, Usopp, and Chopper grab onto Sanji, who begins spinning so fast that he flies after Hattori. After they leave, Brook comes out onto the deck, and is shocked upon reading the abandoned letter.
The five Straw Hats land on a nearby island, in front of a tower. From the top of the tower, they're confronted by Spandam, though Luffy doesn't remember him. He informs them that Nami and Robin are being kept in the top floor, each floor of which is being guarded by a member of CP9: from bottom to top, the Pigeon Layer, with Hattori; the Elephant Layer, with Funkfreed; the Cow Layer, with Blueno; the Owl Layer, with Fukurou; the Lion Layer, with Kumadori; the Wolf Layer, with Jabra; the Sheep Layer, with Kalifa; the Giraffe Layer, with Kaku; the Leopard Layer, with Rob Lucci; and the Panda Layer, with Spandam. He then orders the CP9 members to get to their layers, but Lucci reminds him that they only have a temporary alliance, and he's no longer their chief.
Back on the Sunny, Brook is panicking from the letter, and tells Franky about the kidnapping. As they prepare to follow the pirates who left, they're interrupted by Nami and Robin, who ask them what's wrong. The women explain that they were relaxing in the pool, and Brook concludes that the other crew members may have trusted the letter too easily.
Back at the tower, the Straw Hats demand to see Nami and Robin, to confirm that Spandam isn't lying. He agrees to show them, and brings out Fake Robin and Fake Nami. While Zoro, Sanji, and Usopp realize the mixup, Luffy and Chopper think that Spandam has the real Nami and Robin. The three Straw Hats try to plan a way to convince Luffy that they're fake, but Fake Robin yells that she wants to live, recreating Robin's same line from when she was kidnapped; pumped up, Luffy and Chopper are able to be convinced to use Chopper's Monster Point to skip the floors, and they approach the tower. However, they are attacked by Lucci, who throws Luffy to the Leopard Layer, Usopp to the Wolf Layer, and Chopper to the Giraffe Layer. Frustrated at their failure, Sanji and Zoro enter the tower as well, with Zoro going to the Giraffe Layer and Sanji going to the Sheep Layer.
Meanwhile, on the Giraffe Layer, Chopper confuses Kaku and Usopp, happy to see an ally. On the Wolf Layer, Jabra tries to convince Usopp that he is Robin's brother; however, Usopp instead convinces Jabra that he is Gatherine's father, and Jabra rushes to introduce himself. As he does so, Usopp switches into his Sogeking outfit, hitting Jabra with a sneak attack. As Jabra retaliates with Rankyaku, however, he is interrupted by Sanji falling from the floor above, and the Rankyaku slides off him. Having been smoothed out by Kalifa's Awa Awa no Mi, he states that he is the user of the Tsuru Tsuru no Mi (ツルツルの実?, lit. "Slip-Slip Fruit"), to Usopp's annoyance.
Having finally made it to the Giraffe Layer, Zoro arrives to backup Chopper, only to find him using Kaku's neck as a slide. Upon seeing Zoro, Kaku uses Tekkai "Mushikaku", and Chopper remarks that the slide turned into a jungle gym. Kaku then uses Kirin Hodai and Pasta Machine, which Chopper begins using as a swing. Zoro asks if Kaku actually enjoys playing with Chopper, to Kaku's annoyance.
Back on the Wolf Layer, Sanji has been defeated by Jabra, unable to fight properly in his slippery form. Kalifa looks down from the hole Sanji came through, gloating over their victory and causing Sanji to have a massive nosebleed. As Jabra prepares to finish the two Straw Hats off, he is suddenly attacked by Sanji, who had actually washed the soap off using the blood from his nosebleed. Using Diable Jambe, Sanji easily dispatches of Jabra, as Zoro uses Nine Sword Style to finish off Kaku.
Up on the Leopard Layer, Lucci warns Luffy not to underestimate Rokushiki. However, Luffy simply responds that that makes him a "Juushiki" (
With Lucci defeated, Luffy is joined by the other Straw Hats, and they all go to the tenth floor. There, Luffy and Chopper finally notice that the Nami and Robins are fake; however, with the rest of the Cipher Pol agents rushing up the tower, Fake Nami recreates Nami's request for help against Arlong, and Luffy allows the two women to join them on their escape. Usopp notices the Mini Merry II in the ocean next to the tower, and they recreate the Going Merry saving them from Enies Lobby, jumping into the ocean and being caught by the boat.
With their issues dealt with, the Staw Hats begin sailing back to the Sunny. Upon noticing the two Fake Straw Hats still with them, they kick them out.
