Short Summary[]
While teaching Robin how to perform as a successful tsukkomi, Usopp is swept aboard a Marine ship and brought to a large-scale Marine meeting. After displaying his aptitude for as a tsukkomi and getting promoted all the way to Admiral, with the moniker "Golden Pegasus", he is revealed to be a pirate by Smoker and is chased out of Marine Headquarters, with Koby replacing him as the Marines' tsukkomi.

The chapter opens with Usopp and Chopper introducing the concept of the chapter, explaining that it will focus on gags with Usopp as the protagonist.
The Straw Hat Pirates sit in a restaurant, enjoying the meal, when Nico Robin asks Usopp to teach her the "art of joking". Usopp explains the basis of manzai comedy, primarily the roles of tsukkomi and boke, with himself as a typical tsukkomi. When Robin argues that she wouldn't be able to make the same exxagerated expressions as him, Usopp convinces her to try, and she imitates a tsukkomi with a regular face.
While Luffy laughs at Robin's attempt, the restaurant is suddenly swarmed by Marines, who have learned that the Straw Hats are present. The Straw Hats attack the Marines, and during the chaos, Usopp slips into a closet to hide. He quickly changes into a Marine uniform right as Vice Admiral Momonga enters, and claims that the Straw Hat they were chasing managed to escape. Momonga prepares to continue chasing the pirates, but an order comes from Fleet Admiral Sakazuki ordering everyone back to Marine Headquarters. Informing Usopp and the other Marine subordinates, Momonga forces the undercover pirate back to the ship, and they return to Headquarters, to Usopp's chagrin.
Upon reaching Headquarters, the Marines begin Sakazuki's meeting, as Usopp tries to slip out the back. Sakazuki informs the assembled Marines that, in truth, Sengoku's goat has eaten the Yagi Yagi no Mi (ヤギヤギの実?, lit. "Goat-Goat Fruit"), and Usopp instinctively responded as a tsukkomi, alerting the Marines to his presence. Sakazuki demands to know who responded to him, and the other Marines quickly give up Usopp, who introduces himself as Seaman Recruit Uchopp (ウチョップ, Uchoppu?), begging for forgiveness.
To the assembled Marines' shock, Sakazuki immediately forgives him, and calls out Momonga. He recalls an interaction they had where he called Momonga "Dodonpa" (ドドンパ, Dodonpa?), and notes how he didn't respond as a tsukkomi. Suddenly revealed to have swapped out his "MARINE" hat for a "TSUKKOMANKAI" ("Awaiting your tsukkomi"), Sakazuki explains that he heard rumours that the Marines are too scary, and he wants to encourage manzai comedy, specifically targeted towards himself. As he says that, he is interrupted by Kizaru, who questions whether he's seen "Uchopp" before. He asks if he's the shipwright Kaku, and Usopp initially responds as if he is before giving a typical tsukkomi response.
Seeing this, Sakazuki is shocked at Usopp's effective double-layered joke, and immediately promotes him to Lieutenant. As Sakazuki records the promotion in his journal, he sets Usopp up for another tsukkomi; when Usopp uses it, Sakazuki realizes he's taking all the jokes himself, and calls for Ryokugyu and Kuzan, both of which Usopp responds to with more tsukkomi. However, despite Usopp's complaint, Kuzan still arrives, and the three former Admirals recreate their Armament Emission pose. When they state they're actually just practicing dance moves, Usopp responds with another tsukkomi, and is promoted to Captain.
After a few more jokes, the Admirals are interrupted by Fujitora, to Sakazuki's shock. He yells that he banned Fujitora from crossing onto Marine bases, but Fujitora explains he actually dug into the base, bypassing the ruling. Throughout the exchange, Usopp continues responding as a tsukkomi, and at the end, Sakazuki offers another promotion, this time to Lieutenant Commander. However, as a tsukkomi, Usopp points out that's actually a demotion, and Sakazuki flips it to a promotion to Rear Admiral.
Resolving to tsukkomi the Marines to their hearts' content, and begins targeting the Vice Admirals unprompted. As he does so, Tsuru returns from escorting Donquixote Doflamingo to Impel Down; using that as tsukkomi bait, Usopp is promoted to Vice Admiral, to lower-ranked Marines' complaints.
Some time later, Smoker and Tashigi arrive at Headquarters, having accidentally gone to "a large swarm of kelp" (大群コンブ, Taigun Konbu?) instead of "Marine Headquarters" (海軍本部, Kaigun Honbu?). There, they find the meeting in full effect, with "Uchopp" having been promoted to Admiral Golden Pegasus (ゴールデンペガサス, Gōruden Pegasasu?). While Tashigi is shocked at the new developments, Smoker recognizes Usopp, and unmasks him in front of the assembled Marines. Upon receiving confirming from his wanted poster, Sakazuki asks how Usopp could dare to infiltrate the Marines; Usopp attempts to respond with a tsukkomi, but Sakazuki isn't amused, and Usopp runs.
While the Admirals collapse from their earlier excessive joking, Usopp is chased by a mob of lower-ranked Marines, when he runs into Koby and Helmeppo. As they attempt to act as boke, Usopp insults their attempts, arguing that they can't begin to compare to the Admirals. He runs past them, and as Sakazuki follows, Koby stops in front of him, trying to persuade him to let Usopp escape. He argues that, while the world is overflowing with boke, it's incredibly difficult to find good tsukkomi, and they can't in good conscience rid of the world of one. Sakazuki remembers Koby's similar stunt during the Summit War of Marineford, but misremembers his name as "Tony"; seizing the opportunity, Koby responds as a tsukkomi, and the Marines rally around him, forgetting about Usopp.
A few hours later, Usopp returns to the Thousand Sunny, beaten and battered. Worried about his condition, the Straw Hats gather around him; taking a joke opportunity, Robin acts as tsukkomi, and Usopp is revived to congratulate her on her joke.
