CP0, more properly known as Cipher Pol "Aigis" Zero (サイファーポール"イージス"ゼロ, Saifā Pōru Ījisu Zero?), is the strongest intelligence agency among Cipher Pol, working directly under the World Nobles. They first appeared on Dressrosa near the bridge to Green Bit.[1]

Due to their actions and role, they are major antagonists during the Levely Arc, the secondary antagonist group of the Wano Country Arc and Egghead Arc, and one of the central antagonist groups throughout the second half of the series.

Overview[]

Pacifista Authority Chip

CP0 Agents are wielders of Authority Chips giving them the ability to control Pacifista and Seraphim units.

CP0 is the strongest of all Cipher Pol units, even surpassing the assassination specialists of CP9.[1] It is said that when CP0 is active, world shaking events are about to occur.[2] Much is unknown about the agents and their abilities; however, the agents of this group are shown to be masters of Rokushiki and are proficient in Haki as Lucci, Kaku, Stussy, Guernika, Blueno, Kalifa, Jabra, Kumadori and Fukurou all know Armament and Observation Haki. The agents who wear masks are among the most elite fighters of CP0, stated to be in a class of their own.[3] They are collectively known as the Masked Assassins (仮面の殺し屋, Kamen no Koroshiya?, VIZ: "Masked Killers").[4][5] A masked member of CP0 is easily capable of defeating even an Ancient Giant.[6] Their strength, though inferior to an Emperor, is approximately equal to an Emperor's high-ranking Officer, with agents defeating the likes of X Drake (one of the Worst Generation and former Tobiroppo of the Beasts Pirates), and fighting Roronoa Zoro (the second strongest of the Straw Hat Pirates) on equal footing. They work directly under the command of the World Nobles.[7] They have strong intel over a myriad of subjects concerning the World Government, including the Artificial Devil Fruit Vegapunk created with Kaidou's Lineage Factor[8] and X Drake's true allegiance.[9]

Despite them being the highest-ranking Cipher Pol unit, they do not have the authority to engage in a fight against one of the Four Emperors without being ordered to, leading to them requiring to contact the Marines.[10]

Ships[]

CP0 is in possession of at least one battleship, which was used to transport three of the agents to Dressrosa. The ship features the words "AIGIS" and "CP0" painted on the sails alongside the World Government insignia.[7] The organization also summoned an entire fleet of ships in their mission to take over Wano Country, but it is unknown whether all of these ships belong directly to CP0.[11]

63 years ago, after the Sheep's House was forced out of Elbaph, three CP0 agents met with Carmel, who offered to sell them the 5-year-old Charlotte Linlin, whom she considered her best "merchandise." The agents ultimately agreed to the steep price, but the transaction was never completed due to the disappearance of Carmel and the orphans.[12]

During the Timeskip[]

At some point during the timeskip, Spandam was promoted to head of CP0 by his father Spandine. The latter later secretly worked with former Level 6 prisoners from Impel Down and certain parties of the Underworld to plan a crime of aggression. However, the plot was stopped by the former CP9 members who were fired for failing their mission at Enies Lobby, who were later reinstated as CP0 agents due to this. Additionally, Spandine eventually lost all authority within the government, leading to his son becoming Rob Lucci's subordinate.[13]

Dressrosa Saga[]

When word of Donquixote Doflamingo's supposed abdication of his throne and Warlord of the Sea position reached the citizens of Dressrosa, Doflamingo called CP0 to come and clear up the confusion. When Guernika, Joseph, and Gismonda arrived, Guernika told the people that the article printed in the newspaper was a mistake. Guernika went on to explain that a new, amended report would be released at 3 p.m. that day. Finally, Guernika asked the citizens not to discuss the rumors until the truth was released and to conduct usual activities as if nothing had happened.[7]

Sometime after Trafalgar Law and the Straw Hat Pirates arrived at Dressrosa, the three agents walked by a northeastern café where they were seen by Law, Usopp, Nico Robin, and Caesar Clown.[1]

Doflamingo revealed to Law that he was granted authority to command CP0 because he holds secret information about Mary Geoise's "national treasure", which will shake the world if its existence is revealed to the public.[14]

After Doflamingo's defeat, CP0 returned to Dressrosa to recover evidence of the pirate's smuggling operations. However, Rob Lucci, Spandam, Kaku and Hattori discover that all the weapons in the underground port had been stolen, suspecting that the Revolutionary Army was behind this.[15]

Heart of Gold[]

While escorting Myskina Olga, Gismonda was interrogating her about the Pure Gold. When the Treasure Pirates attacked, he tried to take Olga to safety, but his way was blocked by Mad Treasure. The two engaged in battle, which allowed Olga to escape. Treasure then knocked out Gismonda before chasing after her.[16]

Spandam came to Gran Tesoro, where he received a magnificent payment from Gild Tesoro in order to bring his forces to Gran Tesoro and help Tesoro's crew deal with the Straw Hat Pirates. Lucci reported to Sakazuki about Marine involvement in Gran Tesoro. Sakazuki was angry that they were helping a pirate, but Lucci replied that the Marines had their own motives.

The next night, as the Straw Hats and the citizens of Gran Tesoro were battling Tesoro's crew, Spandam prepared to finish Luffy off, but Rikka blocked Spandam's strike, giving Luffy enough time to free himself and punch Spandam, defeating him. Lucci and a Marine fleet attacked Gran Tesoro, intending to destroy it despite the call for help from the World Nobles on board as well as the innocent people. However, Sabo suddenly appeared and stopped the bombardment. Lucci then turned into his leopard hybrid form, and the two clashed. The two battled until Gild Tesoro's defeated body fell in between them, and Lucci took his leave from the battle.[17]

Whole Cake Island Arc[]

Stussy went undercover as one of the emperors of the Underworld and attended the wedding ceremony for Charlotte Pudding and Vinsmoke Sanji.[18]

When Lu Feld attempted to steal the Tamatebako, Stussy confronted him and questioned him of his intentions. Surprised by her sudden appearance, he fell down to where the Tamatebako had fallen to earlier. As he was about to open the chest, Stussy shot him down with a Tobu Shigan. Stussy stated that the World Government would have better use of the item before telling an eavesdropping Morgans to fabricate a story with Lu Feld as the culprit of its theft. Morgans begrudgingly complied but demanded to see the contents of the Tamatebako first. She agreed, but Lu Feld's unconscious body knocked over the chest, sending it to the base of the Whole Cake Chateau. The Tamatebako, which held a bomb, detonated and the explosion caused the Whole Cake Chateau to collapse.[19] As the chateau toppled, Stussy managed to avoid harm using Geppo.[20]

As the Big Mom Pirates chased the Straw Hats throughout Totto Land, Stussy waited with Morgans near Charlotte Mont-d'Or's operating center. She then informed them about the Tamatebako being the cause of the explosion[21] and heard their plan of vengeance,[22] before leaving with Morgans.[23] Aboard Morgans' balloon, she talked about Morgans' support of Monkey D. Luffy and his prediction regarding the Worst Generation.[24]

Levely Arc[]

The day before the Levely began, Charlos tried to take Princess Shirahoshi as his pet. When Leo and Sai tried to save her, they were blocked by Lucci's team. When Neptune prepared to attack Charlos despite the threat of striking a World Noble, Charlos ordered the agents to kill him. However, Donquixote Mjosgard arrived and knocked out Charlos, defusing the event, and ordered the release of Shirahoshi.[25]

Wano Country Saga[]


The following events are Non-Canon and therefore not considered part of the Canon story.


One Piece: Stampede[]

Rob Lucci infiltrated the Pirates Festival on Delta Island in order to retrieve the Pirate King's treasure, an Eternal Pose to Laugh Tale. After Douglas Bullet devastates the island with his ability, he reveals that he currently possesses it. When Luffy, along with Trafalgar D. Water Law, Boa Hancock, Buggy, Sabo, and Smoker challenged Bullet's colossus, Lucci was observing at a distance, even helping out once. When Bullet was finally exposed, Lucci attempted to use this opportunity to seize the treasure but he was stopped by Sanji. After Luffy got the treasure, he attempted to ambush the Straw Hat captain, however Luffy unhesitatingly destroyed the Eternal Pose right in front of his eyes, before Law used his ability to help the pirates escape. In the aftermath, Lucci was seen alongside other agents, taking a call on a Den Den Mushi.[26]

Wano Country Arc[]

On the fourth day of the Levely,[27] four commanders of the Revolutionary Army attacked the Domain of the Gods. CP0 agents watched from outside the Celestial Dragon Gate as the two Admirals, Fujitora and Ryokugyu, fought the revolutionaries inside the World Nobles' residence.[28] The agents were later inside the castle, watching over Nefertari Vivi, whom they had captured earlier, telling her they would make her "disappear" to be sold off to World Nobles. However, when Wapol crossed the room, devouring the walls, the agents noticed that Vivi had mysteriously disappeared.[29] When the Levely officially ended, the CP0 proceeded to ask about the whereabouts of Vivi and Sabo.[30]

With Doflamingo's defeat and arrest, the World Government was having a hard time acquiring more weapons that originated from Wano Country through their primary intermediate. As a result, Guernika, Joseph, and Maha went directly to Wano to negotiate with Shogun Kurozumi Orochi, who in return asked for Dr. Vegapunk as payment. The agents found the request to be an impossibility and in response, Orochi shot Joseph (who was not injured by any more than a simple recoil) and mocked them that he had Kaidou backing him, and therefore was not afraid of the World Nobles nor the Marines.[31]

The three CP0 agents were later invited to Onigashima on Orochi's behalf for the Fire Festival. During the raid led by the Ninja-Pirate-Mink-Samurai Alliance, the agents lamented on Orochi's death and analyzed the state of the conflict. With the assistance of a human Mary, they used a Go board to illustrate the forces of the two sides.[32]

Later, Guernika thought back to when Kaidou had been captured by the Marines and how Dr. Vegapunk experimented on his Lineage Factor, thus creating an artificial Devil Fruit. The World Government wanted him to give the fruit to them, but Vegapunk considered it a failure and refused, leaving it on Punk Hazard. Maha asked why he was bringing this up now since Punk Hazard was destroyed, but Guernika said that he hoped the fruit was destroyed as well despite the G-5 reporting that one facility was still operational.[8]

Later Guernika questioned why they refused to surrender based on the defeat of Luffy. He was then informed of the current shift in fighters, including the Pleasures and Waiters turning against Queen.[33]

When the Mary expressed her confusion after Tama activated her Kibi Kibi no Mi ability, Guernika was puzzled by her reaction,[34] until he learned about the betrayal. The agents rearranged the Go board as the numbers on the alliance's side had risen to 9,000 while the Beasts Pirates fell to 16,000. They then started talking about ensuring Who's-Who's death, as he was a former Government agent who was imprisoned for a failure before escaping. Though Joseph considered leaving Who's-Who alone as he was not a big security threat due to having outdated information, Maha refuted this, believing his betrayal going unpunished would set a bad precedent. However, the agents did not think Who's-Who's chances of living were high as the Tobiroppo was facing the former Warlord, Jinbe.[35]

Guernika then received a call via Den Den Mushi from Rob Lucci, who told him that the World Government was planning on annexing Wano Country under their direct control if Kaidou lost. Lucci also told him that they had direct orders on capturing Nico Robin due to the danger she posed to the world, to which the lead agent complied.[11] Two of the agents on Onigashima left their room[36] and pursued Robin, defeating several minks who tried to stop them. Brook then carried Robin over a ledge, and the agents chased after them to the second basement floor of Kaidou's castle.[3] As the agents jumped down towards Robin and Brook, they were engulfed by the Kazenbo, but emerged unscathed.

Worst Generation Vs CP0

When Scratchmen Apoo began photographing the agents for Morgans, Guernika stabbed him with Shigan, causing the pirate to fall to the ground. The agent then confronted X Drake and attacked him; however, Apoo, who had survived the attack, hit Guernika with his Devil Fruit powers, saving Drake. They then allied themselves against the two government agents.[37]

However, they were no match for the agents, who easily defeated Zanki and Drake, while forcing Apoo and Inbi to abandon the fight. Guernika then received the call from Joseph, reminding them of their mission to capture Nico Robin while also informing them of the All-Stars' defeat at the hands of the alliance. However, Joseph pointed out there were still two Emperors to defeat, but should they fall at the hand of the new generation, this would set the course for the times to come.[6]

Shortly after, the two agents encountered Izou on the first basement floor, although they ultimately decided to focus on dealing with the Straw Hats. However, the former commander told them to stop,[38] so the two agents proceeded to confront him, which ended with a double knockout of Maha and Izou. At that moment, Guernika received a call from Joseph, who told them that they had received a new direct order from the Five Elders: to immediately eliminate Luffy to avoid the consequences of his fight with Kaido.[39] Suddenly, X Drake stabbed Guernika from behind, where the latter then broke free and knocked him out with a Shigan The agent then headed to the rooftop and used Tekkai to restrain Luffy, causing Kaido to win the battle.[40] Knowing the consequences of interfering, Guernika accepted it and was beaten by the angry Emperor, dying shortly afterward.[41] Later, after Luffy's survival and rematch against Kaidou, Joseph left Onigashima through his Geppo.[42]

After arriving on one of the World Government's ships near Wano, Joseph contacted the Five Elders to inform them of Kaido and Big Mom's defeat and Nika's return. After the agent confirmed that Zunesha had disappeared from Wano, the Five Elders noted that they would not be able to invade the country with the borders closed. When one of them asked if they could at least capture Nico Robin, Joseph nodded confidently. However, Ryokugyu interrupted the call and ordered the agents to wait until his arrival in Wano.[43] Shortly after, they saw the Big Mom Pirates' ship, where that was the last message they sent before the transmission was cut off.[44]

One Piece Film: Red[]

Uta organized a concert on Elegia in order to realize her dream of performing for the whole world. Both Kalifa and Blueno were present during the concert, and Rob Lucci fed updates to the Five Elders.[45]

Final Saga[]

Egghead Arc[]

Lucci, Kaku, Stussy, received a mission to return Seraphim S-Bear to Egghead and eliminate Vegapunk and his six satellites without damaging his inventions,[4] after which they would await the arrival of Admiral Kizaru.[46] When they reached the shores of Egghead, the agents destroyed one of the Sea Beast Weapons, where they were then informed that the pirate Jewelry Bonney was on the island, to which Lucci ordered them to kill her on sight.[47] After being banned from entry, the agents let their ship be devoured by the Sea Beast Weapons and landed on the island using the powers of S-Bear. Shortly after exploring the island, Atlas approached them to attack them, so Lucci seriously injured her, where they then encountered Luffy and some of his crew.[48] Despite Kaku and Stussy's protests, Lucci proceeded to confront the new Emperor, while other agents reported it to Marine Headquarters. At that moment, Sentomaru arrived along with three Seraphim: S-Hawk, S-Snake, and S-Shark. Here Vegapunk's bodyguard used his authority to get the Seraphim to attack them, but Lucci incapacitated Sentomaru, which would give them control of the Seraphim.[49] While some agents are defeated by them, Lucci continued his battle against Luffy, although he only ended up losing against the Emperor. Later, when Lucci recovered, the CP0 agents, along with the Seraphim now under their command, prepared to invade Labophase and continue their mission, where they also blocked any escape routes from the island.[50]

Stussy Betrays CP0

When the Frontier Dome was disabled, Lucci, Kaku, and Stussy headed there using their Geppo. When they arrived, they saw the Thousand Sunny, where Kaku was going to destroy it, but Roronoa Zoro stopped him, so these two started fighting.[51] Once the Seraphim joined them despite not receiving any orders, Lucci ordered them to destroy the Labophase. However, Stussy put him and Kaku to sleep and then handcuffed them with Seastone.[52][53]

Later, Lucci and Kaku were taken, still unconscious, to the control room, where they would be watched by Luffy and Zoro.[54] When S-Bear and S-Hawk arrived, the two agents learned that someone was trying to kill them all, so they proposed a temporary alliance to the two pirates.[55] Once they agreed, the four proceeded to confront the two Seraphim together,[56] although they resisted their attacks without any problem.[57] After, Zoro and Kaku then separated from Luffy and Lucci to chase after S-Hawk.[58]

The next day, York was taken hostage and the Seraphim were trapped in seastone-encased bubbles, Lucci and Kaku reunited with their allies. However, Lucci secretly sent information about the situation to the Marines while Kaku was recovering from his injuries.[59] When Kizaru managed to cross the Frontier Dome, Lucci attacked Vegapunk with a Shigan, but Stussy defended the scientist, receiving the attack and falling to the ground. After Kaku was locked inside a seastone bubble for Sanji, Lucci was attacked by Zoro,[60] where the agent then proceeded to duel with the latter.[61] However, at the end of the duel Lucci ended up being defeated by Zoro.[62]

Despite this, Lucci was still conscious, although he would later be attacked by Jinbe, thus ending up severely injured and exhausted. Just at that moment, Marcus Mars arrived at the scene, so the agent proceeded to give a complete and detailed summary of the entire situation that was happening. After doing this, Lucci pleaded with him to find a way to forgive Kaku, but Mars declared that it would not be possible.[63] Shortly after, Stussy released Kaku from the seastone-covered bubble, where the latter decided to let her go.[64]

After the Egghead Incident ended, Lucci, Kaku and Hattori went to the ship that was preparing to leave Egghead.[65]

Trivia[]

  • The "Aigis" in "Cipher Pol Aigis Zero" may be derived from the Aegis, a mythological shield associated with Zeus and Athena shown as a short goatskin cloak. Athena's aegis is usually shown with a border of snakes and with the head of Medusa in the center. It is more an emblem of protection and power than an actual military shield.
  • Kalifa and Blueno were originally not planned to be agents of CP0, but Eiichiro Oda was convinced by the One Piece Film: Red staff to include them. However, Oda emphasized that the two do not wear masks, and are thus lower rank compared to the elite masked agents.[66]
  • CP0 is written as "CP AISIS 0" in One Piece Volume 777.
