The First Twenty, also known as the Creators (創造主, Sōzō-shu^?), were the twenty monarchs who banded together in a united army called the Alliance (連合軍, Rengō-gun^?) against a common enemy. After defeating the Great Kingdom at the end of the Void Century they founded the World Government. Their descendants, excluding the Nefertari Family, became the World Nobles or "Celestial Dragons".

Approximately 800 years before the current timeline, 20 royal families from different islands across the world formed an Alliance to combat the Great Kingdom and Joy Boy.

After the alliance of the 20 kingdoms claimed victory, 19 of the 20 royal families relocated to the Holy Land of Mary Geoise, the city built at the top of the Red Line at the halfway point of the Grand Line, a location referred to as "the center of the world". Only the Nefertari family, the royal family of Arabasta Kingdom, chose to stay in their homeland.

The weapons of the nineteen.

Each of the nineteen monarchs who moved to Mary Geoise placed a weapon around the Empty Throne, as a sign of their protection over it and as a vow that the world should have no one singular ruler. Over time, the royal families in Mary Geoise built up their alliance with more and more nations from across the Four Blue Seas and both halves of the Grand Line, eventually turning the alliance into the World Government known to exist today.

The residents currently living in Mary Geoise are direct descendants of the 19 families, they are known as World Nobles. As descendants of the creators of the World Government, the World Nobles have the highest authority within the organization. They are free to do as they please without consequences, even commit heinous crimes, and if they are threatened in any way, they have the authority to summon a Marine Admiral to deal with the offending party. The Celestial Dragons each possess a government-issued identification chip to identify their statuses.

Imu appears to be one of the few people to know what truly transpired during the founding of the World Government. Nefertari Cobra also implies a direct connection between Imu and the First Twenty, as one of the original kings was named Nerona Imu, but Imu refused to comment on Cobra's speculation.

• While the family names of some World Nobles have been revealed, and it has been stated they are the descendants of 19 of the First Twenty, it is yet to be confirmed if those families retained their names.
  • These include the Figarland, Manmayer, Jaygarcia, Marcus, Topman, Ethanbaron, and Shepherd families.
