Richard Henry Mills is a federal judge for the United States District Court for the Central District of Illinois. He joined the court in 1985 after being nominated by President Ronald Reagan. He is serving on senior status.
Early life and education
A native of Illinois, Mills graduated from Illinois College with his bachelor's degree in 1951, his J.D. from the Mercer University School of Law in 1957, and his L.L.M. from the University of Virginia School of Law in 1982.[1]
Professional career
Mills started his legal career in private practice, and then worked as a State's Attorney for the Cass County from 1960 until 1964. From 1966 through 1976, Mills served as a circuit court judge in the 8th Judicial Circuit of Illinois. From 1976 until his appointment to the federal bench, Mills served as a Justice on the Appellate Court of Illinois, Fourth District.[1]
Judicial career
Central District of Illinois
Mills was nominated by President Ronald Reagan on June 25, 1985, to a seat vacated by James Ackerman. Mills was confirmed by the U.S. Senate on July 19, 1985, and received commission on July 22, 1985. Mills assumed senior status on October 7, 1997.[1] Mills was succeeded in this position by Jeanne Scott.
