Harold A. Baker was an Article III federal judge for the United States District Court for the Central District of Illinois. He joined the court in 1978 after being nominated by President Jimmy Carter. He assumed senior status on October 4, 1994, and retired from the court on January 2, 2022.[1]
Education
Baker attended Columbia University-Chicago before transferring to the University of Illinois-Champaign/Urbana in which he earned his bachelor's degree in 1951 and his J.D. degree in 1956.[1]
Military service
Baker also served in the US Navy from 1951 to 1953.[1]
Professional career
Baker spent his legal career in private practice in Champaign, Illinois. He also served as an adjunct professor for the University of Illinois College of Law. Baker served as senior counsel for the President's Commission on CIA Activities for President's Ford administration.[1]
Judicial career
Central District of Illinois
On the recommendation of Senator Adlai E. Stevenson III, Baker was nominated by Jimmy Carter on August 9, 1978, to a seat vacated by the retirement of Judge Henry Wise. Baker was confirmed by the U.S. Senate on September 22, 1978, and received commission on September 23, 1978. Baker's service was terminated on March 31, 1979, due to assignment to another court. Baker's appointment happened under the former United States District Court for the Eastern District of Illinois. On March 31, 1979, the court was reassigned to the Central District as a new Illinois District. Baker served as the court's chief judge from 1984 to 1991. He assumed senior status on October 4, 1994, and retired from the court on January 2, 2022.<ref name="FJC">
