![Frigid temperatures and freezing waters have Luzerne County authorities monitoring the Susquehanna River for possible ice jams. County officials have been watching the river for several days and believe there is a possibility for an ice jam to form, David Elmore, deputy director of Luzerne County Department of Emergency Services, said in a situation report Tuesday. ![Jasen Bohinski, superintendent of the State Correctional Institution at Dallas, reported that inmate Manuel Morales, 66, has passed away. On December 25, inmate Morales was transported and admitted to Geisinger Wyoming Valley after fighting with another inmate at the facility. He was pronounced deceased at 6:24 p.m. on January 13, 2025. Morales was serving a 1-year-to-5-year sentence for Aggravated Assault with Deadly Weapon [Cc2702a4] on an Erie County conviction. He arrived at SCI Dallas on February 27, 2024. In accordance with state policy, Pennsylvania State Police were notified and will conduct an investigation.
