US Foreign Policy Is a Cruel Sport
Bear baiting was long ago banned as inhumane. Yet today, a version is being practiced every day against whole nations on a gigantic international scale.

In the time of the first Queen Elizabeth, British royal circles enjoyed watching fierce dogs torment a captive bear for the fun of it. The bear had done no harm to anyone, but the dogs were trained to provoke the imprisoned beast and goad it into fighting back. Blood flowing from the excited animals delighted the spectators.

This cruel practice has long since been banned as inhumane.

And yet today, a version of bear baiting is being practiced every day against whole nations on a gigantic international scale. It is called United States foreign policy. It has become the regular practice of the absurd international sports club called NATO.

United States leaders, secure in their arrogance as “the indispensable nation,” have no more respect for other countries than the Elizabethans had for the animals they tormented. The list is long of targets of U.S. bear baiting, but Russia stands out as prime example of constant harassment. And this is no accident. The baiting is deliberately and elaborately planned.

As evidence, I call attention to a 2019 report by the RAND corporation to the U.S. Army chief of staff entitled “Extending Russia.” Actually, the RAND study itself is fairly cautious in its recommendations and warns that many perfidious tricks might not work. However, I consider the very existence of this report scandalous, not so much for its content as for the fact that this is what the Pentagon pays its top intellectuals to do: figure out ways to lure other nations into troubles U.S. leaders hope to exploit.

The official U.S. line is that the Kremlin threatens Europe by its aggressive expansionism, but when the strategists talk among themselves the story is very different. Their goal is to use sanctions, propaganda and other measures to provokeRussia into taking the very sort of negative measures (“over-extension”) that the U.S. can exploit to Russia’s detriment.

The RAND study explains its goals:

“We examine a range of nonviolent measures that could exploit Russia’s actual vulnerabilities and anxieties as a way of stressing Russia’s military and economy and the regime’s political standing at home and abroad. The steps we examine would not have either defense or deterrence as their prime purpose, although they might contribute to both. Rather, these steps are conceived of as elements in a campaign designed to unbalance the adversary, leading Russia to compete in domains or regions where the United States has a competitive advantage, and causing Russia to overextend itself militarily or economically or causing the regime to lose domestic and/or international prestige and influence.”

Clearly, in U.S. ruling circles, this is considered “normal” behavior, just as teasing is normal behavior for the schoolyard bully, and sting operations are normal for corrupt FBI agents.

This description perfectly fits U.S. operations in Ukraine, intended to “exploit Russia’s vulnerabilities and anxieties” by advancing a hostile military alliance onto its doorstep, while describing Russia’s totally predictable reactions as gratuitous aggression. Diplomacy involves understanding the position of the other party. But verbal bear baiting requires total refusal to understand the other, and constant deliberate misinterpretation of whatever the other party says or does.

What is truly diabolical is that, while constantly accusing the Russian bear of plotting to expand, the whole policy is directed at goading it into expanding! Because then we can issue punishing sanctions, raise the Pentagon budget a few notches higher and tighten the NATO Protection Racket noose tighter around our precious European “allies.”

For a generation, Russian leaders have made extraordinary efforts to build a peaceful partnership with “the West,” institutionalized as the European Union and above all, NATO. They truly believed that the end of the artificial Cold War could produce a peace-loving European neighborhood. But arrogant United States leaders, despite contrary advice from their best experts, rejected treating Russia as the great nation it is, and preferred to treat it as the harassed bear in a circus.

The expansion of NATO was a form of bear-baiting, the clear way to transform a potential friend into an enemy. That was the way chosen by former U.S. President Bill Clinton and following administrations. Moscow had accepted the independence of former members of the Soviet Union. Bear-baiting involved constantly accusing Moscow of plotting to take them back by force.

Russia’s Borderland

Ukraine is a word meaning borderlands, essentially the borderlands between Russia and the territories to the West that were sometimes part of Poland, or Lithuania, or Habsburg lands. As a part of the U.S.S.R., Ukraine was expanded to include large swaths of both. History had created very contrasting identities on the two extremities, with the result that the independent nation of Ukraine, which came into existence only in 1991, was deeply divided from the start. And from the start, Washington strategies, in cahoots with a large, hyperactive anti-communist anti-Russian diaspora in the U.S. and Canada, contrived to use the bitterness of Ukraine’s divisions to weaken first the U.S.S.R. and then Russia. Billions of dollars were invested in order to “strengthen democracy” – meaning the pro-Western west of Ukraine against its semi-Russian east.

The 2014 U.S.-backed coup that overthrew President Viktor Yukanovych, solidly supported by the east of the country, brought to power pro-West forces determined to bring Ukraine into NATO, whose designation of Russia as prime enemy had become ever more blatant. This caused the prospect of an eventual NATO capture of Russia’s major naval base at Sebastopol, on the Crimean peninsula.

Since the Crimean population had never wanted to be part of Ukraine, the peril was averted by organizing a referendum in which an overwhelming majority of Crimeans voted to return to Russia, from which they had been severed by an autocratic Khrushchev ruling in 1954. Western propagandists relentlessly denounced this act of self-determination as a “Russian invasion” foreshadowing a program of Russian military conquest of its Western neighbors – a fantasy supported by neither facts nor motivation.

Appalled by the coup overthrowing the president they had voted for, by nationalists threatening to outlaw the Russian language they spoke, the people of the eastern provinces of Donetsk and Lugansk declared their independence.

Russia did not support this move, but instead supported the Minsk agreement, signed in February 2015 and endorsed by a UN Security Council resolution. The gist of the accord was to preserve the territorial integrity of Ukraine by a federalization process that would return the breakaway republics in return for their local autonomy.

The Minsk agreement set out a few steps to end the internal Ukrainian crisis. First, Ukraine was supposed to immediately adopt a law granting self-government to eastern regions (in March 2015). Next, Kiev would negotiate with eastern territories over guidelines for local elections to be held that year under OSCE supervision. Then Kiev would implement a constitutional reform guaranteeing eastern right. After the elections, Kiev would take full control of Donetsk and Lugansk, including border with Russia. A general amnesty would cover soldiers on both sides.

However, although it signed the agreement, Kiev has never implemented any of these points and refuses to negotiate with the eastern rebels. Under the so-called Normandy agreement, France and Germany were expected to put pressure on Kiev to accept this peaceful settlement, but nothing happened. Instead, the West has accused Russia of failing to implement the agreement, which makes no sense inasmuch as the obligations to implement fall on Kiev, not on Moscow. Kiev officials regularly reiterate their refusal to negotiate with the rebels, while demanding more and more weaponry from NATO powers in order to deal with the problem in their own way.

Meanwhile, major parties in the Russian Duma and public opinion have long expressed concern for the Russian-speaking population of the eastern provinces, suffering from privations and military attack from the central government for eight years. This concern is naturally interpreted in the West as a remake of Hitler’s drive to conquest neighboring countries. However, as usual the inevitable Hitler analogy is baseless. For one thing, Russia is too large to need to conquer Lebensraum.

You Want an Enemy? Now You’ve Got One

Germany has found the perfect formula for Western relations with Russia: Are you or are you not a “Putinversteher,” a “Putin understander?” By Putin they mean Russia, since the standard Western propaganda ploy is to personify the targeted country with the name of its president, Vladimir Putin, necessarily a dictatorial autocrat. If you “understand” Putin, or Russia, then you are under deep suspicion of disloyalty to the West. So, all together now, let us make sure that we DO NOT UNDERSTAND Russia!

Russian leaders claim to feel threatened by members of a huge hostile alliance, holding regular military manoeuvers on their doorstep? They feel uneasy about nuclear missiles aimed at their territory from nearby NATO member states? Why, that’s just paranoia, or a sign of sly, aggressive intentions. There is nothing to understand.

So, the West has treated Russia like a baited bear. And what it’s getting is a nuclear-armed, militarily powerful adversary nation led by people vastly more thoughtful and intelligent than the mediocre politicians in office in Washington, London and a few other places.

U.S. President Joe Biden and his Deep State never wanted a peaceful solution in Ukraine, because troubled Ukraine acts as a permanent barrier between Russia and Western Europe, ensuring U.S. control over the latter. They have spent years treating Russia as an adversary, and Russia is now drawing the inevitable conclusion that the West will accept it only as an adversary. The patience is at an end. And this is a game changer.

First reaction: the West will punish the bear with sanctions! Germany is stopping certification of the Nordstream 2 natural gas pipeline. Germany thus refuses to buy the Russian gas it needs in order to make sure Russia won’t be able to cut off the gas it needs sometime in the future. Now that’s a clever trick, isn’t it! And meanwhile, with a growing gas shortage and rising prices, Russia will have no trouble selling its gas somewhere else in Asia.

When “our values” include refusal to understand, there is no limit to how much we can fail to understand.

  1. The US/West has done all of this while providing capital for its real rival, China, to grow.

    All the attention paid to this by our government and media in America makes one wonder if it is all designed to distract us from the real, growing world leader: China.

    This is the height of stupidity. All this does is drive Russia toward China. That is a massive, unbeatable alliance. Watch. It is coming.

    We are told to think, “How dare Europeans trade and relate to their eastern brothers” — while Americans trade, and finance, and become dependent upon the world’s largest population across the world’s largest ocean!

    We Americans are now insane, duplicitous, hypocritical, and fat and getting weaker. What a disaster.

    Putin met Xi just before the Olympic Games and it is very clear that they talked about Ukraine and Taiwan. It’s obvious even from the official reports. So Xi knew what was coming. Perhaps even the Western “leaders” knew then too, and that’s why they have been panicking.

  5. At first glance, it may look like the bear has taken the bait. And the dogs that were let loose will become easy prey for the bear. All in all, this piece describes the world’s leading criminal nation with cultured but impotent lapdogs who have never been on an equal footing with their imperial overlord and warlord.

    Meanwhile, American gas will be shipped to Europe and Nordstrom 2 will shut down. Which is at the heart of America’s baiting games. In effect it is bait thrown at Russia to drive it to war and at Europe to consolidate its submission. History has clearly identified the rogue, double dealing and criminal country in an alliance with a collection of cowards firmly located in the cross hairs of Russia. Victoria Nuland ran the operation to get rid of the duly elected and ethnic Russian president of the Ukraine. Hildog had Comey put a FBI field office in the Ukraine. Why to the all? Seems like there has been a plan in place which predates the Afghan withdrawal. Also the two break away provinces wanted a Crimea like deal from Russia. They got nothing until now.   18. It is immensely satisfying to see shock and awe unleashed at last for a good purpose. And what a hilarious spectacle goes with it, an american president reduced to making impotent threats while propped up by an endless stream of most blatant falsehoods in the state propaganda apparatus. By all accounts Ukraine was finished in four hours, the neonazi paramilitaries who terrorized Donbas for eight years have melted away or been incinerated, and now the push seems to be on to decapitate the phony US-installed puppet regime altogether.

    Can’t help but think of the Franco-Prussian War when another vain little man thought he could spit on his eastern neighbor and get away with it.

    What i like about the Russian solution going on in Ukraine at this moment” is that it shows how media black out and false or slanted news deny western and USA citizens the information they need to decide for themselves what should be the response to Putin’s Ukraine solution. So very few people understand what Diana Johnstone just told them.

    Without more information, I see the Russia solution to the Ukraine Crises the same as the Cuban Crisis in Reverse.. Russia put Missiles on Cuba, JFK made the Russians take the missiles back. Seems to me this is much the same type of thing. in reverse. NATO moved war machinery into Ukraine; Russia told NATO to take back the war machinery, NATO answered by adding more war machinery to Ukraine, So Putin did what likely JFK would have done?
    How do you read “NATO will commence “defense plans” to enhance security in Eastern Europe, .. following Russia’s military attack on Ukraine on Thursday morning. .. we have already increased and we are increasing the presence of NATO troops in the eastern part of the alliance on NATO territory,” this said to have been said by the alliance’s secretary general, Jens Stoltenburg.

    As to China, I don’t see China as a rival to American Wall Street Commercial Interest. Since 1974, the Oligarchs have been trying to shut down manufacturing in USA governed America and to move commercial operations to China. The Oligarchs and corporate powers have used license required for a Domestic American to do work, rising min. wage to deny small businesses any chance to compete, and things like Covid to shut down competition from small American business, and environmental laws to push American big businesses out of America, and monopoly powers (copyrights and patents) to guarantee to the owners of the departing businesses that by moving operations to China, they will not be creating their own competition.

    (Note I am not implying anything, just that both authors have a similar take on the situation).

    Of course the west never wanted peace here. They armed open neo-nazi militias and goaded them into randomly lobbing morters onto the civilian population in East Ukraine for 8 years, without so much as a single peep about it. This is summed up in a Russian meme I found:

    “Ukraine is a word meaning borderlands…” I wish that when people told this story they’d point out that prior to the Maidan coup, Russia was amenable to Ukraine serving as a bridge nation, engaged with both the EU and Russia, but the Europeans insisted on all-or-nothing. The decision to stick with Russia (with whom Ukraine was thoroughly integrated) was the trigger for social unrest. I doubt the average west-Ukrainian cared much about NATO. They just imagined rapid prosperity and greater creature conforts. What do you think?

    Disagree. You’re the 2nd person in a day who’s mischaracterized the Cuban crisis. The USSR withdrew its missiles when Kennedy reciprocally withdrew US missiles from Turkey. Cuba is being cited, by some, in comparison, but it’s only apt in regard to the discomfiture of hostile weapons close to one’s borders.

    Also, I don’t buy your conspiracy theories, and now that China is tightening its own environmental laws the cost of some of that flight is blowing back, such as we no longer have domestic rare earth production.

  23. So glad Diana Johnstone has published this commentary. Her “Fools’ Crusade: Yugoslavia, NATO, and Western Delusions” is a masterpiece of independent scholarship, revealing the actual horrors that happened during that Balkan war. I don’t think a better book on the topic has ever been published.

    And now this excellent short study of the vile stupidity of US foreign policy. No need to talk about the foreign policy of Britain or France or even Germany since these Western countries don’t have an independent foreign policy and have become pathetic russophobic lapdogs of American warmongers. One wonders if it is possible to find a worse russophobic moron than the current NATO chief, Jens Stoltenberg.

    Incidentally, Johnstone mentions the remarkable but short-lived euphoria in Europe when the Soviet Union and communism fell. I was travelling in Germany and Poland at the time and witnessed personally how optimistic and hopeful ordinary people were. Perhaps one of the best ways to understand this historic moment is to listen to a song which at the time was extremely popular both in Russia and Europe: “Wind of Change” by the German band The Scorpions. It has by now received well over 900 million views.

    This is concern trolling. I’m surprised he’d go for the entire enchilada like this but he has stolen Biden’s little business park on the Dneipro. He’s snatched away a lot of investment portfolios from a lot of US politicos.     This is the most insightful summary of the stupidity of both political parties in Washington D.C. If anyone desires the truth concerning Russia or any other situation, just read Johnstone.

    Does anyone remember Hillary Clinton’s constant warnings about Russia? It was her decision to place Victoria Nuland at the State Department. The objective was that Nuland could participate in bringing “freedom to the Ukraine” by [in Nuland’s words] “giving Putin some trouble” at home and consequently not involve Russia in the Middle East. Nuland is a Neocon first and foremost. Her intense interests and efforts are devoted to doing Israel’s bidding at the U.S. State Department. Likewise, Blinkin is serving the same purpose which is to keep Putin busy at home so that he will not become involved in U..S. “regime change” in the Middle East. It is imperative that political changes be made at the “U.S. State Department.”

    Moreover, the tax payer funded National Endowment for Democracy [NED] is nothing but a tool used for Middle East “regime change”. NED should be terminated immediately. Nuland in her infamous F-word telephone call made reference to NED U.S. $5 billion used to fund Ukraine dissidents.

  26. What NATO and US foreign policy did was indeed foolish and cruel. But how is Putin invading Ukraine going to help Russia? This will simply get lots of white Christians killed and push Russia and Eastern Europe financially backwards at least 30 years. The invasion is a foolish move and the Chinese and Arabs must be laughing. Although the overnight airstrikes and Spetsnaz airborne and amphibious raids were impressive they will get bogged down.     Putin did something very smart in stating that Russia was attacking only military installations and that there was no threat to the Ukrainian civil population – to just stay home and everything would be okay. Also to state clearly that Russia had no intention of either “invading” Ukraine or in “occupying” it. He said Russia won’t force itself on anyone. Then, maybe the best, he said that Ukraine needs a “regime change”, but that this is for the Ukrainian people to do, not for Russia.

    I think these statements take most of the wind out of the US’ sails. I’m sure Putin is telling the truth, that there will be no invasion or occupation, giving the West little leverage in the aftermath.

    Moreover, this was not an idle threat, and I think it scared the West:

    “I would now like to say something very important for those who may be tempted to interfere in these developments from the outside. No matter who tries to stand in our way or all the more so create threats for our country and our people, they must know that Russia will respond immediately, and the consequences will be such as you have never seen in your entire history. No matter how the events unfold, we are ready. All the necessary decisions in this regard have been taken. I hope that my words will be heard.” (Western media noted that only a short time prior, Russia had carried out “nuclear exercises”, suggesting that “All the necessary decisions had been made.”)

    I think Biden wet his pants when he heard this.

    The developments of the next week will tell us much more. I expect the President of Ukraine to flee, and the country to elect a new government that may be willing to get rid of the US-inspired Nazis and clean up the nation. That would be the best solution and I think the West is expecting it. Boris Johnson has already said the UK would support the “Ukrainian government in exile”, so I think they expect it to happen. The US realises it have lost Ukraine forever as a puppet state. Only a few months ago they were still very confident they controlled Ukraine and could continue to use it to provoke Russia, but that dream is now dead. This is a much bigger loss than Afghanistan.

    Only a very small number of people supported Yanukovych after he refused to sign the EU association agreement.

    For example the patent owners of a certain fiber process I am familiar with, licensed their patent to the Koreans and made more money off the license than ever they did in a $40 million production facility in USA governed America. But nearly 1,000 Americans were put out of a job in just that one example.

    Without copyright and patents; licenses would not have been made. because nothing would stop the licensee from ignoring the license and producing the stuff just as soon as the licensee understood the licensed process. Without copyrights and patents the licenses could not have been made, and none of the businesses would ever have left America.

    I say it again, the biggest reason America has no industry is because of the patent, copyright and the restrictive environmental laws. And the people that wrote those laws knew exactly what those laws would do to the Americans who depended on those industries for their jobs.

    BTW, my wife’s brother in Romania told us yesterday that he is now paying the equivalent of $8 per gallon of gasoline there. They’ve always had high fuel prices, but events now threaten to really hurt them, especially since incomes there are much lower than here.

    This whole mess, which I consider to have been caused by “my” government, could turn into a real tragedy for many people across Europe. They only recently climbed out of the poverty that communism brought about, and now they may fall back into economic hardship. They do not deserve this.

    Stepan Bandera had led the nationalists.

    Yes, and it’s always instructive to see the depths of delusional thinking. I am not arguing the fact that China has modernized, but, rather, what facilitated this modernization (something you refuse to acknowledge).

    It is a case of “if we build it, they will come”. When the U.S. elites colluded with the Chinese elites to ship American manufacturing to China, the peasants were enticed to leave the countryside. Cheap labor and no environmental controls were the big draws. The American elites partnered up with the Chinese elites and both sides made a fortune. Huge trade surpluses for China; huge trade deficits for the U.S.

    Wasn’t Russia a lot further ahead than China was? I mean, Russia had a space program, an advanced military, and a ton of resources to exploit and sell. Russia wasn’t the lucky beneficiary (like China was) of having U.S. manufacturing gifted to them. China had the wind at its back and clear sailing while Russia has had to fight headwinds and storms.

    Without U.S. manufacturing, what would China have sold? China just became the new Japan; it copied well and exported into the U.S. market.

    On their own, it would have taken China a lot more than “ten more years”.
