Frank Arthur Hooper (1895-1985) was a federal judge on the United States District Court for the Northern District of Georgia.
Hooper was nominated by President Harry Truman on October 21, 1949, to a seat vacated by Robert Lee Russell; he was nominated on January 5, 1950, confirmed by the Senate on February 21, 1950, and received his commission on February 23rd. He served as chief judge from 1950-1965. He assumed senior status on June 29, 1967, and served in that capacity until his death on February 11, 1985. Hooper was succeeded in this position by Newell Edenfield.
