Oliver Jesse Carter (1911-1976) was a federal judge on the United States District Court for the Northern District of California.

Carter received a recess appointment from President Harry Truman on September 27, 1950, to a new seat created by 63 Stat. 493; nominated on November 27, 1950; he was confirmed by the Senate on December 13, 1950, and received commission on December 21, 1950. From 1970-1976, he served as the chief judge. He assumed senior status on April 7, 1976. He served the Northern District of California until his death on June 14, 1976. Carter was succeeded in this position by Cecil Poole
