"Roy" Winfield Harper was a federal judge of the United States District Court for the Eastern District of Missouri and of the United States District Court for the Western District of Missouri. He joined both courts in 1947 after being nominated by President Harry Truman.

Early life and education

Harper was born on July 26, 1905 in Dunklin County, Gibson, Missouri, and died on February 13, 1994 in Saint Louis County, Chesterfield, Missouri. He received his undergraduate J.D. degrees from the University of Missouri in 1929.[1]

Military service

During World War II, Harper served in the 35th Fighter Group in the U.S. Army Air Force.[1]
