Is not President Putin’s purpose in visiting North Korea and Vietnam now clear in the context of the Eurasian security architecture project?

There perhaps was a momentary shrugging-off of slumber in Washington this week as they read the account of Sergei Lavrov’s démarche to the U.S. Ambassador in Moscow: Russia was telling the U.S. – “We are no longer at peace”!

Not just ‘no longer at peace’, Russia was holding the U.S. responsible for the ‘cluster strike’ on a Crimean beach on last Sunday’s Pentecost holiday, killing several (including children) and injuring many more. The U.S. thereby “became party” to the proxy war in Ukraine (it was an American-supplied ATACM; programmed by American specialists; and drawing on U.S. data), Russia’s statement read; “Retaliatory measures will certainly follow”.

Evidently, somewhere an amber light flashed hues of pink and red. The Pentagon grasped that something had happened – ‘No going around it; This could escalate badly’. The U.S. Defence Secretary (after a pause since March 2023) reached for the phone to call his Russian counterpart: ‘The U.S. regretted civilian deaths; the Ukrainians had full targeting discretion’.

The Russian public however, is plain furious.

The diplomatic argot of ‘there now being a state of betweenness; not war and not peace’ is but the ‘half of it’.

The West has ‘lost’ Russia much more profoundly than is understood.

President Putin – in his statement to the Foreign Ministry Board in wake of the G7 sword-rattling – detailed just how we had arrived at this pivotal juncture (of inevitable escalation). Putin indicated that the gravity of the situation demanded a ‘last chance’ offer to the West, one that Putin emphatically said was to be “No temporary ceasefire for Kiev to prepare a new offensive; nor a freezing the conflict – but rather, needed to be about the war’s final completion”.

It has been widely understood that the only credible way to end the Ukraine war would be a ‘peace’ agreement emerging through negotiation between Russia and the U.S.

This however is rooted in a familiar U.S.-centric vision – ‘Waiting on Washington …’.

Lavrov archly commented (in paraphrase) that if anyone imagines we are ‘waiting for Godot’, and ‘will run for it’, they are mistaken.

Moscow has something much more radical in mind – something that will shock the West.

Moscow (and China) are not simply waiting upon the whims of the West, but plan to invert completely the security architecture paradigm: To create an ‘Alt’ architecture for the ‘vast space’ of Eurasia, no less.

It is intended to exit the existing bloc zero-sum confrontation. A new confrontation is not envisaged; however the new architecture nevertheless is intended to force ‘external actors’ to curtail their hegemony across the continent.

In his Foreign Ministry address, Putin explicitly looked ahead to the collapse of the Euro-Atlantic security system and to a new architecture emerging: “The world will never be the same again”, he said.

What did he mean?

Yuri Ushakov, Putin’s principal Foreign Policy adviser (at the Primakov Readings Forum), clarified Putin’s ‘sparse’ allusion:

Ushakov reportedly said that Russia increasingly has come to the view there is not going to be any long-term re-shaping of the security system in Europe. And without any major re-shaping, there will be no ‘final completion’ (Putin’s words) to the conflict in Ukraine.

Ushakov explained that this unified and indivisible security system in Eurasia must replace the Euro-Atlantic and Euro-centric models that are now receding into oblivion.

“This speech [of Putin at the Russian Foreign Ministry], I would say, sets the vector of further activities of our country at the international stage, including the building of a single and indivisible security system in Eurasia,” Ushakov said.

The dangers of excessive propaganda were apparent in an earlier episode where a major state found itself trapped by its own demonisation of its adversaries: South Africa’s security architecture for Angola and South-West Africa (now Namibia) too had fallen apart by 1980 – (I was there at the time). The South African Defence Forces still retained a residue of immense destructive capacity to the north of South Africa, but the use of that force was not yielding any political solution or amelioration. Rather, it was taking South Africa to oblivion (just as Ushakov described the Euro-Atlantic model today). Pretoria wanted change; It was ready (in principle) to do a deal with SWAPO, but the attempt to implement a ceasefire fell apart in early 1981.

The bigger problem was that the South African apartheid government had so succeeded with their propaganda and demonisation of SWAPO as being both ‘Marxist AND terrorist’ that their public recoiled at any deal, and it was to be another decade (and would take a geo-strategic revolution) before a settlement finally became possible.

Today, the U.S. and EU Security ‘Élite’ have been so ‘successful’ with their equally exaggerated anti-Russian propaganda that they too, are trapped by it. Even if they wanted to (which they don’t), a replacement security architecture may simply prove ‘unnegotiable’ for years to come.

So, as Lavrov has underlined, Eurasian countries have come to the realization that security on the continent must be built from within – free and far from American influence. In this conceptualisation, the principle of indivisibility of security – a quality not implemented in the Euro-Atlantic project – can and should become the key notion around which the Eurasian structure can be built, Lavrov specified.

Here, in this ‘indivisibility’, is to be found the real, and not the nominal, implementation of the provisions of the UN Charter, including the principle of sovereign equality.

Eurasian countries are pooling efforts together to jointly counter the U.S. claims on global hegemony and the West’s interference in other states’ affairs, Lavrov said at the Primakov Readings Forum on Wednesday.

The U.S. and other Western countries “are trying to interfere in the affairs” of Eurasia; transferring NATO infrastructure to Asia; holding joint drills and creating new pacts. Lavrov predicted:

“This is a geopolitical struggle. This has always been; and will perhaps, last for long – and maybe we will not see an end to this process. Yet it is a fact that the course towards control from the ocean of everything that occurs everywhere – is now countered by the course towards uniting the efforts of Eurasian countries”.

The start of consultations on a new security structure does not yet indicate the creation of a military-political alliance similar to NATO; “Initially, it may well exist in the form of a forum or consultation mechanism of interested countries, not burdened with excessive organisational and institutional obligations”, writes Ivan Timofeev.

However, the “parameters” to this system, explained Maria Zakharova,

“… will not only ensure long-lasting peace, but also avoid major geo-political upheavals due to the crisis of globalization, built according to Western patterns. It will create reliable military-political guarantees for the protection of both the Russian Federation and other countries of the macro-region from external threats, create a space free from conflicts and favourable for development – by eliminating the destabilizing influence of extra-regional players on Eurasian processes. In the future, this will mean curtailing the military presence of external powers in Eurasia”.

Honorary Chair of Russia’s Council for Foreign and Defense Policy, Sergei Karaganov, (in a recent interview) however, inserts his more sober analysis:

“Unfortunately, we are heading for a real world war, a full-blown war. The foundation of the old world system is bulging at the seams, and conflicts will break out. It is necessary to block the way leading to such a war … conflicts are already brewing and taking place in all areas”.

“The UN is a dying breed, saddled with the Western apparatus and therefore unreformable. Well, let it remain. But we need to build parallel structures … I think we should build parallel systems by expanding BRICS and the SCO, developing their interaction with ASEAN, the League of Arab States, the Organization of African Unity, Latin American Mercosur, etc.”.

“In general, we are interested in establishing a multilateral nuclear deterrence system in the world. So, I am personally not worried by the emergence of new nuclear powers and the strengthening of old ones simply because reliance on people’s reason doesn’t work. There must be fear. There must be greater reliance on a “nuclear deterrence-fear, inspiring-sobering up””.

The nuclear policy aspect is a complex and contentious issue today in Russia. Some argue that an overly restrictive Russian nuclear doctrine can be dangerous, should it cause adversaries to become overly blasé; that is to say, that adversaries become unimpressed or indifferent to the deterrence effect, so as to dismiss its reality.

Others prefer a posture of very last resort. All agree however that there are many stages of escalation available to an Eurasian security architecture, other than nuclear.

Yet the capacity for a continent-wide nuclear ‘security lock’ versus a nuclear-equipped NATO is evident: Russia, China, India, Pakistan – and now North Korea – are all nuclear weapons states, so a certain degree of deterrence potential is baked-in.

Other ‘steps of escalation’ no doubt will be at the centre of discussions at the Khazan BRICS summit this October. For a security architecture is not conceptually just ‘military’. The agenda embraces trade, financial and sanctions issues.

The simple logic of inverting the NATO military paradigm to yield an ‘Alt’ Eurasian security system would seem through force of logic alone, to argue that if the security paradigm is to be inverted, then the western financial and trading hegemony be inverted too.

De-dollarisation, of course, is already on the agenda, with tangible mechanisms likely to be unveiled in October. But if the West now feels free to sanction Eurasia at whim, the potential is also there for Eurasia reciprocally to sanction both the U.S. or Europe – or both.

Yes. We have ‘lost’ Russia (not forever). And we may lose much more. Is not President Putin’s purpose in visiting North Korea and Vietnam now clear in the context of the Eurasian security architecture project? They are part of it.

And to paraphrase CP Cavafy’s celebrated poem:

Why this sudden bewilderment, this confusion? (How serious people’s faces have become).

Because night has fallen, and the [Russians] haven’t come.

And some of our men just in from the border say

there are no [Russians] any longer…

“Now what’s going to happen to us without [the Russians]”?

    A war might be coming, but the Western nations are in no shape to fight it. Remember how France performed in WWII. A large and well-equipped army plagued by internal divisions and poor morale, a politically divided nation, poor leadership. Sounds somewhat like modern day US/UK/Germany/France/etc., doesn’t it?

    putin was more than a match for their predictable dirty tricks and the assets the west illegally seized, were the cheese in the rat trap putin set for them. vvp deft handling of this combined kinetic smo and it’s much larger economic war, totally turned the tables on the parasitic western economies, inflicting upon them the damage they had intended for the russian federation.

    russia has now forever rid themselves of this parasitic infestation and the rest of the world looks on in wonder and is inspired to rid their own countries as well. africa is a prime example of this and china has begun a similar course of action to free themselves from a far greater entanglement than that the russians had faced.

    with their new strategic alliance with korea, putin has stealthy freed their long suffering nation from decades of crippling sanctions, starving their people and stunting their economic growth. this combined with the iranian alliance in the middle east, vvp has awaken a series of economic and military giants and brought them all together.

    using brics as an economic, as well as geopolitical organization, they can seamlessly replace and confront the parasitic beast, that had been sucking the life out of developing nations for centuries. the western world and it’s oligarchic overlords are crumbling and tumbling down. the beggers banquet is over and there is no sympathy for the devils. the world rejoices as it greets a new day and age and it’s liberator, slava vvp!

In Asia the US has been trying to get a lineup of Asian countries to counter China but most seem wary of this with just Japan and S Korea being on board. At this point what does the US have to offer but war, chaos, holding back national development, forcing others to support its national debt, loss of national identity and culture?     It’s not clear what gave you the impression that anybody had asserted that “The West” owned those three entities you mentioned. You might be having a “We beat Medicare” moment.

    What “the West” (a bad shorthand that usually just means the US) used to have – and has lost – was the ability to use its financial heft to suborn the political class in the countries it targeted.

    That’s the entire thesis of the “Economic Hit-Man” trope: the US goes to a developing country, and enters into agreements with the political class in those countries – usually under the guise of “aid”, but where the aid is “tied” such that the bulk of the value is recycled straight to US firms (like KBR, Halliburton etc.).

    There’s a whole slew of stuff that happens from there – US contractors “slow-rolling” projects so that various penalty clauses that the locals agreed to, are triggered; eventually entire projects either go toes-up, or the assets wind up on the balace sheets of US firms.

    Obviously it ought to be up to the political class in the target countries, to strike better deals; to enforce better oversight; to act like a worthy custodian of the relevant nations’ patrimony.

    But in the developing world it’s super-easy, and quite cheap, to make sure that the political leadership is corrupt and venal: if an idealist happens somehow to rise, they are subject to destabilisation – NGOs holding demonstrations saying the guy’s a bad actor, right through to funding a full coup.

    And the thing is, if your starting point involves actively seeking people who will be nice and corrupt and pliable you can always find them – e.g., Hunter Biden and people of that ilk.

    Welp… that period of history is over.

    That’s why France and the US are getting their shit pushed in across the Sahel; their business model has been disrupted, particularly by China, who sees Africa as a potentially gigantic market once it gets some decent infrastructure.
    China has deep pockets, and patience; it can see that with a bit of genuine development, the amount of “supernumerary” income that will be available – even to the benighted folks in Sub-Saharan Africa – will repay Chinese patience.

    They’ve lifted a billion Chinese out of poverty in the last decade or so: you should get it into your head that maybe they know what they’re doing – I suppose the alternative is the Sailer-esque “snarky noticing” and doing MBA-level (i.e., innumerate) demography, and then being as surprised as Democratic voters were the other night.

    And the Chinks don’t go into a place looking to find a willing accomplice for a stripping operation … they’re doing fucking free enterprise with due diligence and all the oversight you can poke a stick at, while making sure that Yank “NGOs” don’t get to destabilise the place.

    They’re making the Empire of Lies look like rank amateurs; the US State Department is looking at Africa and wondering WTF just happened.

    The West has lost Russia“? Not really. For decades, Russia tried hard to be part of the West (the “European Family”, in Putin’s word), but the West refused. To please the West, Russia voted with the West to sanction Iran and North Korea for many years. In Syria, Russia is sitting on the fence while the savage Jewish regime continues to bomb Syria and the U.S. continues to illegally occupy Syrian territory. Further more, despite Russia’s empty rhetoric towards the U.S.complicity in the Palestinian Genocide, Russia is calling on Syria and Iran to refrain from getting involved in the Palestinian Genocide. In other words, Russia is a Zionist vassal that continues to crawl in front of the savage Jews.
    Thanks to Ukraine, Russia suddenly start to make friends with nation that have been long forgotten by Russia. Russia will soon starts bargaining to be back as it was, a reliable Western client drowning in the illusion of being part of the West.

  13. Good. More prestige the West loses, sooner we’ll have a nice global depression. I am here to cheerlead Western destruction, and for the comments.

    I am not optimistic about Russia and Eurasia though. The war with Ukraine is killing off and displacing millions of slavs. It is not like Russia has an excess of young men. The whole thing is turning out to be kind of suicidal for both Russia and Ukraine. It seems like all decisions political leaders make bring us closer to global crisis.

    In Eastern Eurasia they all are in a demographic death spiral, but whatever. Their long-term prospects are not my problem.

There are numerous other ecological disasters, too, to add to the impetus. Mexico and Central America are being sorely afflicted, already, and the odd monster hurricane won’t help.

    Adding to the instability is the reduced productivity of a previously global economy that has broken up to several sphere of interest economies. The interregnum will see mass impoverishment and starvation caused by this shrinkage.

    The above is a slightly different version of Sergei Karaganov’s analysis, as quoted in Crooke’s article.

    As for nuclear war, Karaganov’s analysis is IMHO broadly correct:
    “In general, we are interested in establishing a multilateral nuclear deterrence system in the world. So, I am personally not worried by the emergence of new nuclear powers and the strengthening of old ones simply because reliance on people’s reason doesn’t work. There must be fear.     I point out, however, that fear is fear of repetition, and only happens after the event. Mechanized warfare was actually looked forward to before WW I, but not afterwards. The “nuclear stalemate” of the Cold War was essentially a continuation of the truce after WW II. Considering the background of increased starvation/poverty after the end of global trade, it seems likely that some desperate regime will use nuclear weapons during the interregnum, and we might even see a local “broken back war” in which the nuclear weapons are all expended and conventional forces fight on. Israel and Iran are two candidates for such a war in the context of a regional spheres of influence world in which Israel and Iran cannot find allies.

    And, to add a coda, PRC and Europe will find themselves in competition for strongly held Russian resources. Geography will favor Europe. IMHO, European countries will join the Russian Federation as federates.

    So basically it’s a win-win: the sanctioned country builds up its domestic economy and the US builds up its domestic economy. As long as war is avoided, everyone wins by making stuff at home using its own resources and its own workers. This approach may not win any Nobel prizes since it goes against the globalization mantra but certain inefficiencies due to non-competition will be compensated by making domestic industrial workers in both say Iran and the US more prosperous by giving them skilled employment.

    Hopefully (one can only hope) eventually the reasons why the US imposed sanctions will be forgotten and the newly highly-developed formerly sanctioned countries and the re-industrialized US can eventually start to trade goods between themselves as economic equals and for mutual self-enrichment.

    To see who the troublemaker is, all we have to do is to trace the history of the dispute, and ask questions:

    1. China’s claims are formalised in their “9 Dashed Line” on their maps of the South China Sea. Where did they get their “9 Dashed Line” from? Is it from the ROC aka Tawian’s “11 Dashed Line”?….After settling some territorial disputes with Vietnam, they removed 2 dashes, and the 9 remain?

    2. Where did Taiwan aka Republic of China get its 11 Dashed Line from? Were they from agreements (Cairo and Potsdam) with the other Allies at the conclusion of WW2, where ownership of the islands occupied by the Japanese forces were to be awarded to China?

    3. How did Taiwan aka Republic of China publicly demonstrate its ownership of the Spratlys aka “South China Sea islands”? In 1945 Immediately after the Japanese surrendered, they occupied that was inhabitable year round ….it has a source of freshwater.

    4. How did Taiwan aka Republic of China manage to occupy those islands, since the Chinese navy had largely been destroyed during the war? They were helped by the US Navy.

    5. It is clear that prior to the 1949 defeat of the Nationalists aka ROC aka Taiwan, the USA/West fully agreed that these islands were part of China, it was proven in both treaty and action on the ground.

    6. In contrast we should look at when the former US colony of Philippines began their claims on these islands, curiously they began after the Communists won the civil war over the Nationalists aka ROC aka Taiwan. Please note that the Philippines is the country in Southeast Asia where the US still holds the most influence.

    7. The territorial dispute between the Philippines and China are not the only disputes that the Philippines has with its neighbours. The Philippines also claims a great big chunk of Malaysia….22% of Malaysia’s land area, in a state the Malaysians call Sabah, and the Filipinos call North Borneo. But this never makes the Western news, neither do the Filipinos make too much fuss about it. Surely Sabah is far far far more important to the Philippines than is a few more islands (they already have more than 7600 islands)

    8. Within the Spratlys/South China Sea disputes, it is not simply a disagreement between China and the Philippines, it is a rats nest of interclaims with mulitple parties involved including Malaysia, Indonesia, Brunei, Vietnam, Philippines, Taiwan, China. It is interesting to note that about 70% of the islands in question are actually occupied by Vietnam…..but the Western press would never care to mention that.

    Some quick research :
    The 11 Dashed Line was created by the Kuomintang in 1947 (with Yang Huairen, a Chinese geographer), just before the communists pushed them out to Taiwan.

    Then in 1952 Chairman Mao through Premier Zhou Enlai handed over the Gulf of Tonkin to Vietnam, thereby removing two of the 11 South China Sea dashes.

    Correct. Because the Vietnamese at that time recognized China’s claims. It was later Vietnamese governments that abrogated that agreement and started seizing islands in the SCS. In the 1970’s China feeling betrayed use force to remove Vietnam from all of Paracels. Vietnam (at the time the South Vietnamese) asked for US help but the US denied. Then in the 1980’s China removed them militarily from a small part of the Spratly islands but left them with most. Vietnam holds the most islands to this day. But China has the biggest. That last battle in the 1980’s is the location of one of China’s built up bases after Obama’s pivot to Asia almost 30 years later.As I see from the other comment – you wisely check and verify.     I do believe that North Vietnam acknowledged the French-occupied Paracels as traditionally Chinese territory thus belonging to the PRC. The French gave them to South Vietnam instead of the ROC to build up South Vietnams nationalist credentials and drive a wedge between North Vietnam and the PRC. The South Vietnamese used their ownership of the islands as a means of propaganda against the North saying the North was comfortable with giving away territory to the Chinese. The North then repudiated the treaty with the PRC as a way of fighting that propaganda. In 1975 or so the PRC engaged the South Vietnamese navy and occupied the islands. 1975 being a delicate time in the Vietnam civil war, being so close to victory the North didn’t want to be seen as giving away any Viet territory and so denounced the move. Vietnam claims the islands although in the forties they acknowledged Chinese ownership.

    He knows that the Empire is only 15% of the world population, and the Rest is pretty sick of the Empire’s bullying. They only need to be reassured that Russia and China are offering a better alternative, and not a repeat of the bullying West.

    This is why he is at pains to show that all stages, he is open to negotiation and reasonable. His stance is already paying off big time. Countries around the world are lining up to join BRICS. We see the Sahel states throwing off Imperial rule and moving towards Russia. India is pretty much on the side of Russia already. Breaks in the ranks of NATO are already showing with Hungary and Turkey.

    My own hunch is that Putin knows that his offers will be rejected. It is well and good for Russia, because once they are rejected, they will proceed to take what they want, and leave a landlocked rump state, filled with angry and well armed Banderists for the EU to handle.

    It would be a double win for Russia.

    And what do you think happened? They just entered Ukraine without any plans? Just head towards Kiev and wait for further instruction?

    You are free to argue it is all a grand conspiracy even though Putin made the statement in 2014 that he could take Kiev in 2 weeks.

    Do you believe these crippled Russian soldiers in mismatched camo are not actually Russian and also part of a Ukrainian or US propaganda effort? Even though they provided their division and are appealing to Putin?

    In his invasion speech he stated that the war is about stopping the Eastward expansion of NATO and Finland has since joined. How is that winning?

    You do realize that he doesn’t have all of the former DPR/LPR?

    Both Kharkiv and Odessa are on his list to add to his conquests. He has described Odessa as Russian because of its history under his hero Tsar Catherine the Kraut. He has stated that the great Tsars were conquerors.

    So why is he offering to walk before taking them?

    1. To be sure, not all former DPR/LPR. But still substantial battlefield gain with Russians now in Russia.
    2. Russia has no reason to want Ukraine to fight til the last Ukrainian.
    3. The key is OFFERING. That is, he is expecting more depending on the counter-offer.

  176. The West lost Russia in 1991. Instead of making peace and helping Russia, they set about deliberately raping, exploiting and trying to destroy her. When VVP turned the tide, they tried to provoke her with NATO expansion. This is the West’s fault.
