Under ordinary circumstances, Step 1 automatically begins after completing the Archon Quest A Long Shot in Prologue: Act III - Song of the Dragon and Freedom.

- After completing this step, if a hilichurl barricade is destroyed, the following steps are added:
- Destroy the hilichurls' barricades (0/13)
- Talk to Otto
- Chat to the locals (Cyrus)
- Chat to the locals (Nimrod)
- Chat to the locals (Grace)
- Go to Good Hunter
- Take a seat by Amber

- The following quests will be prioritized if they were started before completing A Long Shot, and must be completed or partially completed to proceed with this quest:
- World Quest A Fine Opportunity? — Complete to unlock Step 1
- If the player does not manually complete Step 1 after completing A Fine Opportunity?, Step 1 will automatically begin the next time the player logs in.
- Kaeya's Troubles (Step 2) — Complete to unlock Step 5
- If both quests are active at the same time, Kaeya's Troubles Steps 1-2 take priority over When the Wind Dies Down Step 5, but When the Wind Dies Down Step 5 will be prioritized over Kaeya's Troubles Step 3.
- Glide With the Wind — Complete to unlock Step 6
- Amber's involvement in Glide With the Wind does not lock the player out of Step 1.
