Pecinovsky is wanted by the Liberty City Police Department for credit card fraud. He hides out at Coxsack Avenue in Northern Gardens, Bohan. His surname is distinctively not Albanian, but of Slavic origin, whereas his first name is English, implying he is of partial ancestry or a lack of attention on Rockstar's part.

Pecinovsky can be killed by Niko Bellic.
He hangs out with his gang and may attempt to flee in an Emperor during the shootout with Niko, leaving his gang to cover his escape.

His appearance is that of a generic Albanian gang member that can be found in Little Bay, sharing his character model with the Albanian mobster Kalem. On the mugshot, he is depicted wearing an Albanian biker jacket. He may also appear wearing it during the mission, but because he shares his model with a random Albanian gang member, he may wear a red or blue one, or an assortment of hoodies. Similarly, on the mugshot he is depicted with a five o'clock shadow, but in-game he might be encountered having a mustache or a beard.
