Pirates are neutral NPC barbaric faction in Endless Space 2, but are not to be confused with Reavers. Pirate fleets have a yellow color, and only spawn from Quests. For Space Battles, they take on ship models at random from every other major Faction.
Pirates typically never leave the system they spawn on, but roaming Pirates are created in some quests. They will attack any fleet, even those not owned by the faction whose quest spawned them.
