He is the foreman of the Waste Ground construction site, just north of the Doherty Garage in Doherty, San Fierro.

The foreman appears only in the mission Deconstruction.
Kendl Johnson got angry because the construction workers disrespected her, prompting her brother Carl to go and teach them a lesson. While CJ is destroying the construction portables, the foreman hides in a portable toilet located on the construction site. Carl uses a Dozer to push the toilet into a ditch, with the foreman still inside. He then enters a Cement Truck and dumps cement into the ditch, burying the foreman alive.
