Psycho was a character cut during the development of Grand Theft Auto: San Andreas.

He is an unnamed character dubbed as the "Psycho" by the game's internal files. [1]
It is assumed that this pedestrian model was intended to be a mission-exclusive character due to his file being named differently than the generic pedestrians, who generally use five or more random letters referring to their age, gender, ethnicity, occupation, and home region.
His textures, including face, are derived from the early version of the SWAT members, originally inspired by the real-life U.S. Marshals' "Special Operations Group" tactical unit deployed to combat the 1992 Los Angeles Riots[2] as seen in early promotional screenshots.

He is a Hispanic man with a Van Dyke beard, who wears a green bomber jacket, woodland BDU pants, a skull cap and combat boots.
