Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.

DUI charge

In November 2013, Horhn was arrested and charged with first-offense driving under the influence of alcohol. Following a meeting at the state capitol regarding crime in Jackson, Horhn was said to have been driving on the wrong side of the road. After pulling over at a gas station, Horhn allegedly yelled at the arresting officer, threatening to call the chief of police and have him fired. On November 18, Horhn pleaded not guilty. His trial was set to begin on July 30, 2014. According to Horhn, state representative Edward Blackmon, Jr. (D) would serve as his attorney.[5][6][7]
Horhn pleaded no contest in December 2014. The judge placed him on non-adjudication status, meaning the charge could be taken off his driving record at the end of a probationary period.[8]
