Biography
Frazier earned his B.A. from Jackson State University in 1971, and J.D. from George Washington University National Law Center in 1974. His professional experience includes working as a consultant.

The signature filing deadline for candidates wishing to run in this election was February 27, 2015.[1] Incumbent Hillman Frazier was unopposed in the Democratic primary. Ponto Downing was unopposed in the Republican primary. Frazier defeated Downing in the general election.
