Dean Kirby (Republican Party) is a member of the Mississippi State Senate, representing District 30. He assumed office in 1992. His current term ends on January 4, 2028.
Kirby (Republican Party) ran for re-election to the Mississippi State Senate to represent District 30. He won in the general election on November 7, 2023.
Kirby was selected to serve as president pro tempore at the start of the 2020 legislative session and re-elected unanimously at the start of the 2024 legislative session. Mississippi Today's Bobby Harrison said the president pro tempore is "normally a close ally of the lieutenant governor, and Kirby has certainly served that role for [Lt. Gov. Delbert] Hosemann . . . traditionally the lieutenant governor has influence over who is selected for the post. And [in 2024], Kirby had the backing of Hosemann as he did four years ago." The president pro tempore presides over the Senate when the lieutenant governor is not present, chairs the Rules Committee, and is second in the line of gubernatorial succession behind the lieutenant governor.[1]
Kirby was born on November 21, 1946, in Lake City, Arkansas.[2] Kirby attended and played basketball at Mississippi College before earning a B.A. from LaSalle University in 1969. He opened Dean Kirby Insurance Agency in 1979 and owned the firm until he retired in 2016.[3]
Kirby was elected to the Senate in 1992.[3] In each election from 2007 to 2023, Kirby was unopposed in both the Republican primary and general election. Kirby faced a primary challenger in 2003, who he defeated with 70% of the vote.[4] Mississippi Today's Bobby Harrison said Kirby "has held multiple key positions during his long tenure, including chairmanships of both the Finance and Public Health committees."[1]
During Kirby's 2024 nomination for the leadership position, Sen. Hillman Frazier (D) said of Kirby: "In this body you have two types of horses: the show horse and work horse. The show horse does stuff for attention. Sen. Dean Kirby is, in fact, a work horse. He works very hard to get things done … He puts policy over personal politics. He is respected by this body."[1]
Biography
Kirby attended Mississippi College, and earned his B.S. from La Salle University. His professional experience includes owning and operating Dean Kirby Insurance Agency.

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
