Blacks are about 13 percent of the population, but occupy just under fifty percent of all American public housing. It’s about the same for Section 8 and other voucher programs, which spread the overflow from public housing.
The numbers in different locations bear out the common view that public housing is largely black. Here are percentages of units occupied by “minorities” — I couldn’t find a breakout for blacks — so this includes Hispanics and some Asians:
- Puerto Rico — 100 percent
- Washington DC — 99 percent
- Delaware (22 percent black) — 91 percent
- New York — 91 percent
- California — 87 percent
- U.S. average — 71 percent
- Minnesota (78 percent white) — 45 percent
- Idaho — 15 percent
- Vermont — 3 percent
Non-whites live in public housing at between double and triple their percentage of the population, and wherever non-whites are 30 or 40 percent of the total population, public housing is close to 100 percent non-white.
Outside of New England and the Mountain West, public housing in America is largely non-white and especially black. Blacks use public housing at about four times their percentage of the population. The program costs the public $60 billion a year.
Black from the start
Lyndon Johnson set up the Department of Housing and Urban Development (HUD) as a cabinet-level agency in 1966. Johnson’s choice of Robert Weaver as the first HUD Secretary gives us a clue as to its purpose. Out of twenty-nine men (no women) who served in Johnson’s Cabinet, Weaver was the only non-white.
The current HUD secretary is a black woman and so was her predecessor. Ben Carson, also black, was HUD secretary under President Trump. Of 18 HUD secretaries, there have been six blacks and three Hispanics, but minority leaders are not found only at the highest levels of this massive transfer of wealth.
There are about 3,300 local public housing authorities in the United States, spending cash from Washington. Administration is by state and carried out locally. Each of those 3,300 is a bureaucracy, and the proportion of blacks in the top positions reaches absurd levels.
Black from top to bottom
I’ll use my home state of Florida as a proxy for the country. Its black population is slightly above the national average (15 percent) and it has a higher Hispanic population (25 percent). It’s in the middle of the pack in employment and wages, has a good mix of urban and rural populations, and is a good stand-in for checking 30 or so authorities instead of 3,300.
The following personnel from Florida’s largest cities are all black:
- President of the Tampa Housing Authority
- The director of Hillsborough County Affordable Housing Services (Tampa)
- The executive director of the Tallahassee Housing Authority
- Chief executive officer of the Gainesville Housing Authority
- President of St. Petersburg Housing Authority
- Five out of seven of the directors of the advisory board to the St. Petersburg Housing Authority
- President of Orlando Housing Authority
- Director of housing and community services for Osceola County (Orlando)
- Executive director of Palm Beach County Housing Authority
- Executive director of the Housing Authority in West Palm Beach
- Chief executive officer of Jacksonville Housing Authority
- Forty percent of the housing commissioners in Fort Lauderdale
Miami is the one exception among Florida’s big cities. Its public housing boss is Hispanic — no surprise, since it is 70 percent Hispanic.
There are plenty of agencies in smaller towns that somehow ended up headed by blacks:
- CEO of Ocala Housing Authority
- Executive director of Bradenton Housing Authority
- Executive director of tiny Plant City’s Housing Authority
- Director of housing for Leesburg (population 30,000)
- Executive director of public housing in Fort Walton Beach (20,000 people)
- Four out of five commissioners on the board of the Housing Authority of Palatka (10,000 people)
- Executive director of the Winter Park Housing Authority (2,000 people)
- About a quarter of the 55,000 people of Winter Haven are black. The executive director of the Housing Authority is black. These images from the authority’s website show whom it serves.
- These are from the Tarpon Springs Housing Authority. Only 6 percent of the city’s 26,000 people are black.
Photos like these would not exactly encourage whites to apply for housing, even if they qualified.
Also, compare those staged scenes with this one of a Tampa Housing Authority leader handing over keys to a new “client.”
Why so many blacks?
I searched only Florida and just under half of the housing authorities. Some didn’t include photos of executives. Some names sounded unquestionably black, but I didn’t include them unless I could find photos. In other words, I barely scratched the surface and have probably undercounted black agency heads, but a look at about one percent of all the housing authorities in the country shows them everywhere.
Something else struck me: Blacks are often at the top of the pyramid but not so common just below. When photos are available for chief financial officer, senior administration manager, or chief technology officer, they are almost always whites. Where do the blacks in top jobs come from if they don’t work their way up?
Most of these jobs are filled by appointment from governor, mayors, county commissions, etc. They are essentially patronage jobs that involve hardly any “leadership.” In housing, the feds call the shots on eligibility and the states just implement federal guidelines.
Another reason I think there are so many black agency heads is for the same reason an absurd percentage of police chiefs are black — it’s political cover for local governments to avoid the appearance of whites being in charge of or controlling blacks. A white president of a housing authority is a plantation master. A black president is wonderful diversity and a role model for kids.
Likewise, these “presidents” and “executive directors” can’t do any real harm because all important decisions are made for them. So why not put a black in charge and look progressive? And at election time, they can help get out the vote — unofficially, of course.
Don’t forget all the commissioners of the Pruit-Igoe project in St. Louis were black.
Ha Ha, just kidding. Pruit-Igoe was blown up in 1970. It was unlivable.
There is an interesting video on Youtube describing how such organizations operate. City governments use federal grant money to create independent nonprofits. These the local politicians populate with their cronies and donors, in good-paying jobs with essentially zero performance accountability. Handing out patronage jobs in exchange for tribute is the corruption that has been the hallmark of Democratic Party urban machines since before the Civil War. In addition, lucrative management contracts are awarded to powerful national for-profit corporations. One of the largest of these also owns a string of for-profit nursing homes, and (surprise!) a Washington lobbying firm, and has literally thousands of complaints and lawsuits against it for nonperformance. Negotiating the rival bureaucracies to make use of their services can be a Kafkaesque nightmare, especially for people whose skin color is not the currently faddish one. In my own city, many housing agency employees are Haitians barely able to speak English, who seem to regard applications by white people as personal insults.

The obvious explanation is that the Negros in these scams are utterly incapable of performing essential functions. They import non-Negros to do the real and essential work.
I still think they blew it up as part of a kick back scam with the demolition company. There really was no need to pay to have it destroyed. If they had only waited another year or two the occupants would have reduced it to rubble.
I wouldn’t do a damn thing for the negro. We couldn’t stand these primitives when I was growing up in New York many decades ago.
I would like to add my “two cents worth” on the Black “situation” here in the USA.
As a 73-year-old retired (White) industrial electrician, who has worked in that capacity in major industry for 40+ years, I have worked alongside a few Blacks and have seen both the good and the bad in them.
Upon graduating from high school in 1969, my first full-time job was working at a food processing plant that was operated by one of the major American food concerns. I had a normal (unskilled) job and my supervisor was Black. He was a very honorable person. His brother also worked there and he was an honorable person, also.
From 1994 through 2000, I was an electrician at a factory which manufactured truck frames for General Motors. Quite a few of the “line workers” were Black. After having worked there for some time and seeing what went took place on all three shifts, I came to the realization that I had never seen such a collection of poor excuses for human beings in my life.
Sabotage was rampant there, as was work slow-downs. Whites as well as Blacks engaged in this type of behavior. These were people who were being paid GOOD MONEY in wages. If I could have walked through the plant on all three shifts and started getting rid of people, there might have been enough remaining employees to man ONE production line on ONE shift. I would have fired all of the rest.
Some time before the facility closed up permanently, there was an opening in Maintenance for a “Weld Tech” – a person who maintained the ABB® robotic welding, as well as the manual welding equipment. The company gave tests to the prospective employees and selected a Black for the job opening. I did not believe this, as this person had been one of the major “misfits” there.
After this person began his weld tech job, he picked up on the robotic welding aspect of it very quickly and he became “100 percent company.” I enjoyed working alongside him, as he was always in a cheerful mood and had an excellent sense of humor. We both worked there right up until the place closed up.
Also, during my time there, the company hired a Black electrician. This person would not walk out of the shop unless he had on a CLEAN pair of gloves. The three assembly lines were all controlled by Allen-Bradley PLCs (programmable logic controllers – a type of industrial computer used for controlling equipment and processes). This Black guy knew NOTHING about trouble-shooting PLC controlled equipment and I was called upon to bail him out frequently. Fortunately, this person decided to quit and I said to myself, “Good riddance!”
After that, the company had hired another Black electrician. He was a very nice guy and would give a person the shirt off of his back. But he could NOT “catch on” to trouble-shooting PLC controlled equipment, although he had excellent skills with routine (conduit, wiring, relays, limit switches, etc.) electrical work. He subsequently quit and got a job as an electrical inspector for the city in which the plant was located.
I had since worked with many Blacks – some very good and some who weren’t so good – the SAME as with Whites. Now for my “two cents worth” –
Growing up in the 1960s, with the race riots and the unjust and immoral war in Vietnam, I was following the Civil Rights movement and I remember well the day that Martin Luther King, Jr. was murdered. I was too young to grasp the enormity of the murder of MLK, Jr. and the Civil Rights movement, but as I got out into the “real world” of employment, I began to understand things more.
Back when MLK, Jr. was in the Civil Rights movement, there WAS discrimination against Blacks. But, back then, there was ALSO good jobs to be had, regardless of whether one was Black or White.
Fast forward to the 21st century. NOW, there are very few good jobs to be had, regardless of whether one is Black or White. The country has closed down tens of thousands of manufacturing plants and millions of persons, both Black and White, have lost good-paying jobs. The United States is being turned into a Third World Banana Republic.
The so-called civil rights organizations now in existence are COMPLETELY SILENT on what is happening to the USA. These so-called “charitable organizations” have their hands extended to receive government money and do not care about their fellow Blacks (or Whites). All they care about is holding on to their cushy jobs in their organizations, Blacks (and Whites) be damned!
Many years ago, when I was living in northern Illinois, I attended a political gathering in Madison, Wisconsin. Basically, it was a gathering of “Democratic” office seekers trying to get support in their bid for election to various government offices. The reason I went there was because I knew that there would be a contingent of people in the 9/11 Truth Movement and having recently come to the realization that I was lied to by my government about the events of that day, I wanted to meet with some of the more prominent people in the 9/11 Truth Movement.
While I was walking around and looking at the various displays of the office-seekers, I noticed that Jesse Jackson was there. If I had known then what I now know, I would have gone up to him and would have shook his hand and thanked him for letting me shake the hand of a World Class PHONY. But I never did speak with him, which is probably just as well.
The reason why I am sharing this incident about me seeing Jesse Jackson is because many Blacks believe that Jackson was a willing accomplice in the murder of MLK, Jr. I do not know that for sure, but I do know that all I have ever seen him do is to shoot his mouth off and accomplish nothing.
And now here we are in the year 2024. In my opinion, the proliferation of Blacks that one sees on TVs and in the movies is a collection of 21sr century Uncle Toms – their actions state their beliefs – “I’ve got mine; now you go get yours!” They are all silent on what is happening to the once great nation of the United States. They are complicit in the USA’s destruction and are nothing but a bunch of hypocritical phony persons, which I would say to their faces. They don’t give a damn about their fellow Blacks (or Whites).
In closing, I will add that Louis Farrakhan of the Black Muslims has Jews all figured out – Jews are NOT friends of Blacks (or Whites).

No accusation. Your comment was balanced. Unfortunately, most of the comments here, and even some writers, have slid into an all-out hate-fest. But that seems to reflect society.
America is indeed the most racially divided nation in the first world if not the entire planet. How this is seen by Whites, Blacks, Hispanics, Asians and Jews differ strongly enough to create as many opinions in which none agree with the rest.
The way I see it is that the wealth of America is along racial lines with the top 1% of the economic Pyramid almost exclusively  Protestant Whites and Jews, while the vast bottom of the economic pyramid is dominated by Blacks and Hispanics. The Black population have the largest number who have never owned property or land and never will. While the top 1% own too much
Science has proven that there is no difference between the races and the intelligence level needed to do well requires a working knowledge of a societies laws, technology , customs. It doesn’t require a  person to be a genius. America has laws on equality, and a fair civil system for all  Yet this disparity along racial lines exists Â
Over 23 trillion dollars has been spent in the war against poverty since 1963. Yet poverty is stronger than before. That money was spent on Medicaid, the food stamp program, Welfare checks and public housing. No one broke free from poverty living off of that system. But many of the Federal officials in these programs earned 6 figure salaries, owned private homes, had  great pension plans and could afford to send their kids to college.
They had enough discretionary funds for investments and vacations so the war against Poverty maintained it while corrupt government officials leeched off of it. At the end of the day the black community is blamed for being welfare queens or accused of being too lazy to get out of poverty.
The Civil war liberated the slaves but maintained a segregated mentality . President Lincoln was a rapid racist. He strongly believed Blacks should be second class citizens and be separated from the Whites. He often said that to the black community It was this legacy that shaped America after 1865

Whatever Whites may feel about Blacks and integration is beside the point that President Lincoln, one of the most respected Presidents in America, stated this. It supports the notion that ghettos are good enough for blacks and no matter what these Americans are inferior . Those sentiments are strong today

Maybe blacks can’t do any harm in these undeserved positions, but I see it in a different light. Take positions such as just this small percentage you researched in your own state of Florida, then multiply it by 49 other states. Think of the salaries positions such as these command and all of the qualified, better-suited White people who were robbed of a great job. This is just more proof of the existing reparations program for blacks that’s been actively in place for years.
It’s staggeringly sickening for reasons too numerous to calculate at this point.
