Uno Carb uses the yellow payphones in the facility to give Claude Speed three missions, including helping the Zaibatsu's drug dealing operation, retrieving stolen Zaibatsu brain chips from a Russian Mafia lockup, and starting a gang war between the Hare Krishna and Russian Mafia.
The building is also used by Uno Carb to store law enforcement vehicles stolen under his orders.
