The Joint Legislative Committee on Performance Evaluation and Expenditure Review, or PEER Committee, is a joint standing committee of the Mississippi State Legislature. The committee is made up of seven senators and seven representatives.[1]

According the joint rules of the Mississippi State Legislature, a chairman and vice chairman for Senate members serving on joint committees are appointed by the Senate president, and a chairman and vice chairman for House members are appointed by the speaker of the House. A chairman and vice chairman for each joint committee are elected by committee members, but they must not both be from the same chamber.[2]

Function

Created in 1973, PEER provides the Legislature with timely and accurate information on Mississippi state government in order to enable that body to perform its function of legislative oversight. PEER analyzes state agency programs and operations and helps the Legislature make state government more effective, efficient and accountable. The forms which PEER analyses take include:
  • performance evaluations,
  • investigations,
  • and expenditure reviews.[1][3]
A committee of the senate and house of representatives to be known as a joint legislative committee on performance evaluation and expenditure review, (hereinafter committee), is hereby created for the purpose of conducting performance evaluations, investigations and examinations of expenditures and all records, relating thereto, of any agency at any time as the committee deems necessary. Provided further the committee shall perform a complete audit of all funds expended by the highway department. The committee shall submit its findings, conclusions and reports to the Mississippi legislature no later than the first day of the second full week of each regular session of the legislature.[4][3]
