|A 33-year member of Labor Local 603, Andre Horton was elected in 2013 to Erie County Council, District 2. Horton - the first African-American to serve on Council - was elected by his peers to lead as Erie County Council's Chair. Having witnessed the need for more effective representation in Harrisburg, Mr. Horton has announced his candidacy for PA State Senate, District 49.
