Warner's campaign website highlighted the following issues:[8]
Promote more Manufacturing Jobs
- Excerpt: "Ryan will use his business experience to bring back blue collar manufacturing jobs to Western Pennsylvania – this will be his job #1. Another priority is to stop Obama’s liberal war on coal, which is costing us jobs."
Prioritize State Spending
- Excerpt: "Ryan will prioritize spending and work to eliminate waste to hold the line on taxes and make government do more with less so local hard working families are able to keep more of their hard earned money. The priorities of the politicians in Harrisburg are clearly wrong when education, economic development and public safety all receive less funding than welfare in Pennsylvania’s budget."
Support a Quality Education
- Excerpt: "As the father of two children, Ryan will fight for our fair share of education funding for our local schools to ensure children have access to a quality education and are best prepared to succeed and are ready for a bright future."
Protect Our Seniors
- Excerpt: "Ryan will ensure those who worked so hard to make our counties, commonwealth and country great have the services they deserve."
Reform Harrisburg to Save Our Tax Dollars
- Excerpt: "Ryan knows local families and seniors are struggling to make ends meet. He will refuse the taxpayer-paid pension, tax-free per diems and other perks. He will live like our local families do."
Protect Our Second Amendment Rights
- Excerpt: "As an avid hunter and outdoorsman, Ryan will stand up to the liberal politicians in Washington, DC and Harrisburg who seek to take away our right to own guns and protect our families."

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
