    Republic Act No. 10844 - Department of
    Information and Communications Technology
    Act of 2015
    An act creating the department of information and communications technology,
    defining its powers and functions appropriating funds therefor, and for other
    purposes.

    In accordance to the law, the Department of Information and Communications


    Technology (DICT) shall be the primary policy, planning, coordinating,
    implementing, and administrative entity of the Executive Branch of the
    government that will plan, develop, and promote the national ICT development
    agenda.
    The Republic Act No. 10844 is focusing the areas on policy and planning,
    improved public access, resource sharing and capacity building, industry
    development and most importantly consumer protection.

    This law addresses safeguarding of information of the people in the


    Philippines as well as nation building and advancement of ICT. It states
    that information and communication have vital roles in nation building
    and that it is the state’s policy to ensure universal access to quality,
    affordable, reliable and secure ICT services.
    Republic Act No. 10173 – Data Privacy Act of 2012

    RA 10173, or the Data Privacy Act, protects individuals from


    unauthorized processing of personal information that is (1) private, not
    publicly available; and (2) identifiable, where the identity of the
    individual is apparent either through direct attribution or when put
    together with other available information.
    The Republic Act No. 10173 is a necessary and important precaution in
    the Philippine economy that is going digital. Billion bytes of data are
    created in every single day and this includes unprecedented knowledge
    about what real individuals are doing, watching, thinking and feeling.

    Companies, on the other hand, must be held accountable not only for
    whatever they do with customer data but how they protect that data from
    third parties. The past few years of security breaches, system errors and
    ethical scandals within some of the country’s major banks have reminded
    us that there is still work to be done.
    This law addresses on the collection of personal information that are
    specified, legitimate and reasonable which must be handled properly.
    Information must be kept accurate and confidential. It also ensures that
    those unauthorized parties do not have access to their customer’s
    information and data. It aims to promote and protect the privacy of the
    individuals and to regulate how organizations handle personal
    information with the insurance that there are no security breaches.

    This breach may involve sensitive personal information or any other


    information that may be used to enable identity fraud, information has
    been acquired by an unauthorized person and the acquisition is likely to
    give rise to a real risk of serious harm to the affected data subject.
