1. In the Malolos Constitution, how is sovereignty defined?

- Sovereignty belongs solely to the people and related to the public decision and consent. The
Government Article 4: The Republic's government is popular, representative, alternative, and
accountable, and it possesses three distinct powers: legislative, executive, and judicial. It means
that there is no bias and whatever inappropriate actions committed by government officials will
not be tolerated, and those responsible one will be prosecuted in accordance with the terms of
this constitution. Any two or more of these three powers, including the political power, shall
never be placed in a single person or cooperation, neither shall the legislative power be
intrusted to a single individual.

2. Why do you think does the Malolos Constitution puts so much emphasis on the protection
and promulgation of the rights of citizens?
- It is because way back the Philippines is under the colonization of the Spaniards and other
countries for the longest period of time and Filipinos suffered living without freedom. Hence, in
order to protect the people and their rights, the Malolos Constitution through the Malolos
Congress embodied the protection and promulgated of the rights of the citizens to promote the
common defence and develop justice, freedom, truth, love and peace that was taken away on
their hands by the colonial rulers. Establishment of Malolos Constitution was a strong step in
legal development of the republic in this way the Filipinos had the chance to prove themselves
and able to fight for their rights and independence.

3. What is a Republic? Do you think it is the most appropriate form of government for the
Philippines?
- Republic is a state in which supreme power is held by the people and their elected
representatives, and which has an elected or nominated president rather than a monarch. In my
opinion the Philippines can handle any two form of government which is the Republic and
Dictatorship, and why not we combine it in order to improve our country for the better. I
watched the documentary of our late President Marcos and I saw the good thing of having a
dictatorship government because the people were learned to be discipline and know the
limitations of their actions while in the Republic form of government is actually good too
because it implements law of human rights, however they are careless to their action and they
thought they are always right. We just need a mechanism that will eliminate corruption and a
leader who is willing to take risks for the betterment of our society. Actually, one of these two
modes of governance is fair enough for the Philippines; it all depends on which president will
effectively manage the country; it is up to the voters. If the new president will change the
situation, it would be a win-win situation.

4. Reflect on the present times. Do you consider Filipinos to be disciplined and responsible
bearers of Democracy? In your own opinion, what must be done to improve our situation at
present?
- -In some ways, indeed, we Filipinos are disciplined and accountable for that because, at this
moment, trained and well-mannered people are doing their part to make this possible.
However, there are also people who are facing challenges or difficulties with their life, and we
have no influence of them doing acts that we believe are unacceptable. These issues may be
financial, medical, or some other kind. The most suitable approach, in my opinion, is to get a
representative that will serve both the wealthy and the poor. A leader who is capable of
balancing not just the economy but also the people's mind-set. If a president can manipulate the
people's minds, their bodies will follow suit. As a result, the president must not only look at each
individual's external issues, but also have his or her support. In this ever-changing environment,
our government wanted to consider multi-functional options. We needed to deal with our
issues, and we needed to plan ahead of time to get back to being ourselves. We should put into
motion the most realistic aspects in which we will spend our time for the future's betterment.

The following examples are : Recruiting the homeless people for a job, the government will assist in
improving our country's internet access by constructing networks in rural regions and provinces, then
more children will adapt quickly and progress their learning, fair salary, equal opportunity employer, and
etc.
