Indira Gandhi Nahar Project
• IGNP is a grand endeavour to bring the
Himalayan water to the desert terrain of Western
Rajasthan.
• Lifeline of western Rajasthan
• Offtakes from Harike Barrage from Punjab &
total allocation of water is 7.59 MAF
• Main Canal & Feeder : 649 Km
• Distribution system : 8758 Km.
• CCA 16.17 lac Ha, it caters 17.5 million
population of 10 districts of Western Rajasthan.
• Land holding converted into Murabba (square)
in command area of IGNP and equitable water
is distributed by Barawandi
• Most of the area is under conventional flood
irrigation practices.
• Water allowance in IGNP Stage I ranges from
5.23 cusecs/1000 Acre to 3 cusecs /1000 Acre
whereas in Stage II-Lift, it is only 2 cusecs/1000
Acre which is insufficient to irrigate area using
flow techniques.

Socio-economic Impact
A VIEW OF THE CAMEL LABOUR at It has turned sand dunes into green
time of construction vegetative terrain.
At the price level of 2018-19

produce of Rs.6500/- crores.

Supervisory Control and Data acquisition (SCADA) at IGNP
For transparent measurement, management and monitoring of water in IGNP,
SCADA system was installed in system at important locations, comprising 53
out stations, 11 field stations & 2 master stations. The SCADA is web enabled
and provides opportunity to every citizen to know the status of water flowing

Revamping of IGNP system- Need of hour
 System is 60 years old and water conveyance is reduced in Indira
Gandhi Feeder from 18500 to 11000 cusecs and in Sirhind feeder
from 5600 to 4000 cusecs due to damaged lining.
 Water allowance in the Stage-I is about 3 to 5.23 cusecs/1000 acre but
in Stage-II it is 2.0 to 3 cusecs/1000 acre, thus, need for adaptation of
Micro Irrigation practices in the command area of IGNP.

Enhancement in IGNP
• Relining of Rajasthan Feeder and Sirhind feeder in Punjab portion:
A MoU among Rajasthan, Punjab & GoI has been entered on 23.1.2019
for the aforesaid work. The estimated cost of the project is Rs 1976 Cr.
Relining of 96.65 Km in Rajasthan Feeder & 100.07 km of Sirhind
feeder in Punjab state is proposed for reducing seepage losses,
reclamation of water logged area & to restore original designed canal
capacities.

• Rajasthan Water Sector Restructuring Project for Desert Area


(Funded by NDB) : A project amounting to Rs 3291.63 Cr is under
progress for rehabilitating the deteriorated conditions of canal system in
the desert areas of Rajasthan. The project aims to relining main canals of
IGNP system and rehabilitation irrigation network in 4.46 Lakh Ha area.
Relining of Sirhind Feeder and IGF (Punjab portion)
 MOU signed among Punjab, Rajasthan & GoI on23-01-2019 for relining of
IGF from RD 179 to RD 496 and Relining of Sirhind feeder from RD 119.7 to
RD 447.93
 Central assistance for Rajasthan is 60%
 Time frame: 3 years (during 70 days closure (March to June) (with one year

PROJECT FOR DESERT AREA (NDB Funded)
 Estimated cost is Rs 3291.63 Crore (491 Million USD)
 70% of the project cost is loan assistance from New Development Bank
(NDB), remaining 30% cost is borne by the Govt. of Rajasthan.
 Loan Agreement of Tranche – 1 with NDB for 100.00 Million USD (Rs
670.60 Crore) has been signed on 13.02.2018
 10 Western Districts will be benefitted
 Project component:
 Re-lining of Indira Gandhi Feeder for RD 496-555 (17.98 Km) in
Haryana, & RD 555-671 (35.36 Km) in Rajasthan portion.
 Indira Gandhi Main Canal RD 0- 620  (189.00 Km).
 R&R of distribution system of IGMN in stage I.
 Reclamation of 22831 ha waterlogged area.
 Strengthening/capacity building of WUA and command area development
activities including micro irrigation, irrigated agriculture intensification &

July 2018.

ERM proposals for IGNP stage II:


 DPR of ERM works in 11 volumes amounting to about Rs 1800 Crore
submitted to CWC on 29.12.2017 which is under consideration.
ANTICIPATED PROJECT OUTCOME
• Relining of damaged portion of IGNP system will enhance the water
conveyance and increase the efficiency of the system.
• Saving of 560 Cusecs due to reduction in seepage losses on relining of
IGF in Punjab Portion.
• Saving of 479 Cusecs due to reduction in Seepage losses on relining of
IGF & IGMN in Haryana and Rajasthan portion.
• At the tail of Sirhind feeder, allocated share of water of Rajasthan will
be available after its relining
• Utilisation of surplus water available at Harike during rainy season-
Canal will be in a position to carry added discharge.
• Rehabilitation of distribution system - Optimum quantity of water be to
the tail end farmers
• 22831 Ha Water logged area will be reclaimed.
• Designed irrigation intensity will be achieved by adopting Micro
irrigation System in six Lift canals of IGNP system
Rajasthan’s Initiative for Irrigation efficiency
Enhancement in non IGNP area
• Rajasthan Water Sector Livelihood Improvement Project (Funded by
JICA): A project amounting to Rs 2348.87 Cr is under progress for
improving livelihood by improving irrigation efficiency of existing 137
medium/minor irrigation projects in 27 districts of state rehabilitating 4.7
Lakh Ha of existing command.
Under this project, out of existing 4.7 Lakh Ha CCA, 47000 Ha CCA is to
be converted into Micro Irrigation system.
• Dovetailing & Topup subsidy under RWSLIP.
For promoting Micro Irrigation system among cultivators, existing
Subsidy/Assistance by Government for adoption of efficient Micro
Irrigation system viz Farm Pond, Diggies Solar Pumps, Drip & Sprinkler
set, pipe lines are proposed to be topped up in project area by another
10–25%.
With this, available subsidy on these components will be upto 75% to 85%
on each component.

Narmada Canal Project


• Single largest/ first Major project in India based on MI system
• CCA of 2.46 Lac Ha area in Thar Desert & Luni river Delta in
Rajasthan by 0.5 MAF water.
• MI techniques enabled state in increasing CCA from originally
anticipated 1.35 Lac HA to 2.46 Lac Ha.
• Entire project is operated on participatory approach (elected WUAs)
• Besides irrigation in CCA of 2.46 Lac Ha area, project supplies
drinking water to 1541 villages & 3 towns of Jalore & Barmer.

Way Forward

• MI works in 4.4 Lac Ha area CCA are under progress and will
be completed by 2022.

• Conversion of minimum 10% area under conventional irrigation


to MI irrigation has been kept under RWSLIP works (JICA).

• In IGNP Stage II- Lift irrigation, wherein water allowance of


2.0 cusecs/1000 Acre has been kept, effective irrigation is not
possible through conventional irrigation system. The balance
area of 1.52 Lac Ha to be shifted to MI system in phases in
future.
