BRIEF NOTE ON BUGGAVANKA PROJECT

The Buggavanka Project is a medium irrigation project was constructed across
the Buggavanka vagu, which is a tributary of Penna river and located at about
10 KM South of Kadapa and 3 KM from Ippapenta village in Chinthakomma
Dinne Mandal of Kadapa District. The project was started during the year 1986
and completed during the year 2000.
The Buggavanka Project has been designed with a gross storage capacity of
0.506TMC and intended to create an irrigation potential of 12850 Acres in
combination of both Khariff & Rabi seasons (in Khariff 9700 acres + in Rabi 3150
acres) under both left & right main canals with a concept of 2½ times filling
during the water year.
The contemplated ayacut under left side canal of length 16.63km is 7760 acres
covering of 14 villages in Chinthakomma Dinne(M), which includes 300 Acres of
Stabilization ayacut under two tanks i.e., Ippapenta Tank, Chinthakomma Dinne
Tank. The contemplated ayacut under Right canal of length 4.86km is 1940
Acres in One villages of Chinthakomma Dinne Mandal which includes 100 acres
of stabilization under Reddla cheruvu.
The Buggavanka project original administrative sanctioned is accorded by the

Government vide G.O Ms. No.273, Dated:26.07.1985 for Rs.320.00 Lakhs. The
revised administrative sanction is accorded by the Government vide G.O
Ms.No.330, Date:23.12.1996 for Rs.3809.17 Lakhs. Simultaneously, the
Government administrative sanction for Rs.466.00 lakhs vide G.O Ms.No.156,
Dated:24.09.2009, for Rs.210.60 Lakhs Vide G.O Ms.No.62, Dated:30.04.2008
for remedial measures of Buggavanka Project. The scheme was started in
11/1985 with plan, funds of state Govt. of A.P; with an estimated cost of Rs
918.00 lakhs with S.S.R of 1983-84.The C.W.C, New Delhi has accorded
permission for the utilization of 0.861TMC or 1TMC of water in Pennar basin for
this project vide C.W.C LrNo : 6/130/10E/5808 ; dt : 21.12.1992 .The A.P. State
Govt. has approved the revised cost of the project vide Finance Department
D.O.Note.8744/254/Expenditure/PWD/93 Dt:17/3/1995 for Rs.2596.16 lakhs.
The Planning Commission, Govt of India, NewDelhi was also given clearance to
this project vide Lr.No: 20(2)/90 I&CAD Dt. 29/07/1993.
HYDRAULOGICAL DETAILS OF THE PROJECT:
• Gross storage of the reservoir at +186.000 = 0.506 TMC

• Dead storage of the Project at + 174.500 = 0.052 TMC
• Live storage of the project (1-2) = 0.454 TMC
• Evaporation losses = 0.0454 TMC
• Available storage (3-5) = 0.4086 TMC
• Irrigation requirement (to irrigate 9700 acres in
Khariff and 3150 acres in Rabi) = 0.972 TMC
MAIN COMPONENTS OF THE PROJECT:
• Formation of earth dam on both the flanks of river portion
• Construction of spillway
• Construction of head regulators
• Excavation of Left Main Canal to a length of 16.63 Km and Right Main

canal of 4.86 KMs including CM & CD works.
• Erection of radial gates to Spill way

From inception of the project i.e from 2000, the inflows and cumulative
storage of the reservoir as follows.

From the inception of the project i.e. 2000 to 2017 the maximum inflows
received to the project in during the years 2005-06, 2010-11 & 2015-16 which are
1.347 TMC,0.989 TMC& 1.254 TMC respectively.

REASONS FOR THE GAP AYACUT:
The Project is designed to contemplate to an ayacut of 12850 Acres (Khariff 9700

acres + Rabi 3150 acres) which is possible only when the water can be stored 2 ½
times filling (0.972 TMC), but the reservoir receives only one time of water and
hence consideringthe actual storage capacity of 0.506 TMC during the water year.
The reason for gap ayacut, during the water releases in the canal is mainly due to
crop pattern which is practicing by the farmers is paddy against the design pattern
of ID crops. Leakages in the left main canal were observed at several reaches with
released discharge of 40 cusecs as against the designed discharge of canal is 126
cusecs. In the released discharge of 40 cusecs only 10 to 20 cusecs are being
supplied to the tail end. The most of the cultivable lands under Right main canal
were converted into commercial property and hence the designed ayacut under
the right canal has been maximum reduced. The farmers are closed the
distributory canals and its minors due to non-payment towards land acquisition.
Several representations received from the farmers for the payment. The dispute
is with RDO, Kadapa for non-settlement of LA accounts. Hence, it is not able to
give the water to the distributaries and its minors.
These are the main obstacles in the main canal system for gap ayacut. After
rectification of these defects, water can be supplied to the total ayacut of 7163
acres (as per localization) under this project.
DISTRIBUTORIES:
• Right Side Main Canal: There are 7 No of Direct Pipes (DP’s) and 5 No of
Distributaries. The total lengths of the distributaries are7.515 Kms.
• Left Side Main Canal: There are 5 No of Direct Pipes (DP’s) and 16 No of
Distributaries. The total lengths of the distributaries are33.35 Kms.

MODERNIZATION OF BUGGAVANKA PROJECT
The maximum ayacut is irrigated through Buggavanka Project during the Year
2005-2006 is 3000Acres for the Rabi season after that the ayacut irrigated
during the years 2007,2008,2009,2010,2013,2015,2017 is
1140,1130,1242,1550, 430, 1200,2904 Acres for Rabi season respectively. Due
to failure of Monsoon and damage of canal system, Irrigation efficiency is very
low. Hence the modernization is necessary to the Buggavanka Project to achieve
the better Efficiency. Hence the CWC accorded approval for Modernization of
Buggavanka Project for Rs.28.83Crores under APILIP-II with JICA funding. The
DPR is submitted to the Commissioner, CADA, Vijayawada for administrative
approval.
SUPPLEMENTATION FROM GNSS PHASE-II:
In view of the deficit run off in the catchment area,there is no sufficient inflows to
the Buggavanka project through Buggavanka since last 17 years .The aim of the
construction of Buggavnka project is not served. Hence it is proposed to feed the
Buggavanka project through GNSS main canal during low flows in the Buggavanka.
The GNSS main canal at chainage 119.450 Km is crossing the Buggavanka in the
upstream of Buggavanka project for which Aqueduct is also proposed in the GNSS
phase-II package No.4.

There is a LS provision of Rs:17.00 Lakhs with SSR 2006-2007 for construction of
OT sluice in the work of package no.4 of GNSS phase-II for supply of water to
Buggavanka project from GNSS main canal through OT sluice. As present
proposal about Rs.150.00 Lakhs is required for construction of cross Regulator,
off-take regulator and drops at 119.450Km of GNSS Main Canal.
PRESENT STAGE:
With the September 2017 rains, water was stored up to +184.780m with a
capacity of 439.794Mcft. From 28.09.2017 to 09.05.2018, 0.203TMC of water was
supplemented to various crops like paddy, groundnut, jowar, chillies & flowers
through the canals and 2 tanks (Ippapenta & Reddla Cheruvu) were filled.
As on 15.08.2018 water level in the Buggavanka Project is +174.88M and capacity

is 0.058TMC.
