The Upper Pennar Project was constructed across Penna River near
peruru(v) Ramagiri (m) Ananthapuramu during year 1959 with an amount of 1.86 crores
to provide Irrigation facilities to an ayacut of 10,048 Acres with capacity of 1.81 TMC.
Smt. Paritala Sunitha, the then honorable Minister for price Monitoring, Consumer affairs,
Food& Civil supplies , AP Hyderabad vide their DO letter No.009/MI(F&CS)/2014, dated
05.10.2014 addressed the then Hon’ble Chief Minister of Andhrapradesh, stated that the
four mandals of Raptadu Constituency and Kambadur Mandal of Kalyanadurgam
constituency are severely drought effected due to erratic and low intensity of rainfall for
the last few decades and the ground water table in the area was drastically gone
down and the existing water levels are not catering the needs of irrigation and drinking
for live stock.
The Villages of the Following mandals will be benefitted with this scheme.
It will improve drinking water facilities to people and cattle in drought prone
area and also results in will improve the ground water recharge and bore well
recharge about 3200 No’s and storage of water will results the minimizing of
drought.
It will greatly benefit the drought prone Ananthapuramu district where providing
the irrigation facility in the area with a limited quantity of water, will go a long
way to develop the socio economic condition of the people and will help in
eradication of the poverty.
This will improve the availability of water for the rural and urban water supply
requirements of the area and expected to reduce drought conditions of the
area.
Government vide memo no.17250/Proj.III/A1/2014, Dated 03.01.2015 issued instructions
to examine the above issue and furnish the detailed report. In response to above
instructions an estimate for conducting S&L operation for carrying out the detailed
investigation for an amount of Rs.1.13 crores submitted to the government. Accordingly
the Government vide .G.O.Rt. No.444 dated 07.07.2015 has accorded administrative
approval for Rs.1.11 crores and estimate was technically sanctioned for an amount of
Rs.1.11 crores by this office and the work is entrusted to SRES Hyderabad with tender
premium of 2% excess over the IBM value. The agency has completed the S&L
operation work and submitted the detailed project report for Rs.1139 crores and the
same was submitted to Government for according administrative approval. Further the
Government has instructed to re-examine the proposal and constituted an expert
committee for examining the proposals indetail and to study the availability of
adequate water ,economics of overall cost of project and cost benefit analysis of the

The committee recommends to lift 3.91 TMC of water from Jeddipalli reservoir
from the additional water to be drawn to the Jeedipalli reservoir from the off
take of HNSS Project i.e, Malyala to stabilize the ayacut under Uppe Pennar
Project and to serve new ayacut under proposed Somaravandlapalli and
Puttakanuma reservoir totaling 25000 acres in Rapthadu Constituency in
Anantapur District, as the project is located in most drought prone area.
Irrigated dry crops has been proposed under this project.
The proposed 3.91 TMC of water may be drawn in 90 days from the foreshore
area of Jeedipalli reservoir.
The cost of scheme may be worked out duly considering the revised data
including GST element and as per SSR2017-18.
After reexamining the proposal and considering the suggestions made by the expert
committee constituted by the government, a final detailed project report for RS.813
crores was submitted to the government for administrative approval. Government
vide G.O.Rt.No.59 dated 24.01.2018 has accorded administrative approval for an
amount of Rs.803.966crores and the same was technically sanctioned in this office and
registered as CER.No.6CE/2018-19, Dt.19.05.2018. The work was entrusted to Megha
Enginerng Infra Structure limited Hyderabad for an agreement amount of Rs.591.571
crores with a tender premium of 4.65%. The period of completion of project is 18
months.
The total requirement of water to this proposal is 3.91 TMC as detailed
below.
