With 29 million inhabitants and one of the strongest growth rates in Africa over the past 10 years, Côte d’Ivoire is the second largest economic power in the Economic Community of West African States (ECOWAS).
The country has much going for it: a young population, a powerful and diversified economy and agricultural sector (it’s the world’s leading producer of cocoa and cashews), a 520 km coastline, great potential for mineral and hydrocarbon resources, and road and port infrastructure.
However, there are big socioeconomic and territorial disparities in Côte d’Ivoire. Access to quality social services (education and health) remains an issue, as do economic and employment opportunities for young people and the fight against climate change.
The government’s 2021-2025 National Development Plan (NDP) sets ambitious development goals. It calls for accelerating the structural transformation of the economy, improving social inclusion, doubling the country’s per capita GDP, and reaching upper-middle-income country status by 2030. This plan requires an overall investment of approximately 90 billion euros over the period, three quarters of which is to be provided by the private sector.
AFD Group actions in Côte d’Ivoire fall within the framework of the 2021-2025 NDP. They target the development of human capital and the promotion of jobs, and they seek a balanced regional development that will take into account preservation of the environment and the fight against the effects of climate change. Additionally, they help strengthen State governance and modernization.
As Côte d’Ivoire’s leading bilateral donor in volume of financing, AFD deploys all its financial and non-financial instruments there. The impact of our actions is significant and diversified, thanks to Debt Reduction-Development Contracts (C2Ds), of which 2.9 billion euros has been cumulatively allocated to Côte d’Ivoire, and the gradual resumption of sovereign loans since 2016.
