The Shirley Sagar Skrull is a former member of the Skrull Council, who simmed Shirley Sagar.
Biography[]
Moving to Earth[]
In 1997, a Skrull fled to Earth, seeking a safe haven from being hunted across the galaxy. There, Talos and Nick Fury offered a deal in which the Skrulls would work to keep Earth safe while Fury and Carol Danvers sought a new home for the Skrulls. The Skrull agreed to help, taking on a new human form.[1]

The purpose of tonight is to determine what punishment, if any, should be meted out on the individual who has imperiled us all. You murdered over two thousand innocent humans. Children. And yet, you don't seem remotely remorseful."

The Skrull impersonated Shirley Sagar and attended a Skrull Council meeting regarding the bombing which Gravik had initiated in Russia. Gravik arrived at the meeting uninvited and personally greeted "Sagar" and the Skrull impersonating Pamela Lawton. Sagar said that the Council were happy to have him in attendance and invited him to sit. "Caspani" and Gravik briefly argued about their views on humans before Sagar mentioned recent acts of terrors, wanting to determine how Gravik should be punished for endangering Skrulls and massacring over two hundred humans, noting how innocent children had died from his actions.
Gravik reminded the Council of Fury breaking his promise to them, ensuring that he would take Earth as a Skrull homeworld. He turned to "Lawton," who nominated him for Skrull General, prompting "Sagar" to be horrified. The rest of the Council submitted to Gravik, but Sagar commented that they had forgotten their history, saying that they were refugees because they were too willing to fight in the Kree-Skrull War, refusing to submit. Gravik complimented "Sagar" and allowed her to leave peacefully. She got up and left, glancing at G'iah as she left the building.[1]
Setting up a Meeting[]
Once out of the building, "Sagar" called Talos and told him that Gravik had taken over the Skrull Council, offering help fighting him. Talos asked "Sagar" to set up a meeting, but "Sagar" expressed concern that Gravik would kill Talos. "Sagar" noted that Gravik had changed, but Talos said that he had as well due to Soren's death. "Sagar" told Talos that if he could not keep himself composed, he would not survive, but Talos insisted that she set up the meeting and to say it was about his daughter.[1] "Sagar" set up the meeting, arranging for Talos and Gravik to meet at the National Portrait Gallery.[2]
On The Run[]
Despite United States President James Ritson having revealed the existence of Skrulls to the public and declaring them enemy combatants, "Sagar" continued to impersonate Shirley Sagar, although she was attacked by people who suspected she was a Skrull. However, she overpowered the three hunters, killing them.[3]
Personality[]
"Sagar" is a peaceful individual who remains firm in her beliefs. She scolded Gravik for harming civilians in his declaration of war against humans and was disgusted and appalled by his remorseless murder of young children for no reason, proving how, unlike the rest of the council, she refused to let anger or fear blind her to how the real monster was standing right in front of her. She also maintained politeness with Gravik while doing so, encouraging him to sit at the Skrull Council meeting. However, she refused to join Gravik, staying true to her beliefs that peace was the better option and voicing her belief in learning from the Skrulls history of war with the Kree, which had left them homeless in the first place. She reached out to Talos once she learned that Gravik threatened the peace, offering to help however she could in ensuring the safety of Skrulls and humans alike.

- Skrull Physiology: As a Skrull, "Sagar" had abilities which were innate to her species but not humans.
- Superhuman Strength: "Sagar" possessed tremendous strength.
- Longevity: As a Skrull, "Sagar" had a significant lifespan. She was alive to witness the long-term causes of the outcome of the Kree-Skrull War as well as to be on the Skrull Council thirty years following the end of the war.
- Shapeshifting: "Sagar" had the ability to change the form of her body and disguise herself as humans. She did so to disguise herself as Shirley Sagar.
- Vocal Replication: "Sagar" was able to replicate Shirley Sagar's voice.
- Memory Replication: "Sagar" was able to replicate Shirley Sagar's recent memories.
- Radiation Immunity: As a Skrull, "Sagar" is immune to radiation.

- Bilingualism: "Sagar" is fluent in Skrulls' native language and English.
- Marksmanship: "Sagar" is fairly skilled using a firearm, which she used to defend herself when members of the Skrull Resistance attempted to kill her.
