Found during the Lofty Ambitions Side Quest, which is unlocked after you complete The Sea of Sands Main Quest, then leave Las Vegas and return (entering the Dunehollow counts as leaving).
The Datapoint is found in the side room the quest takes you to. To get up to the burner you’ll have to pull open a vent and crawl through. Once you’re on the other side, the Datapoint will be in a box on your right.
